Wires micronaut-it-procurement-service (8114) into the stack: compose service (with the approval service URL and THINKLAB_PO_POLICY_ID), gateway route variable, services.sh, build.ps1, Common.ps1, the Enterprise edition (38 services), the purchase-order ApprovalPolicy provisioned by provision-change-management.sh (and by start-local-stack.ps1 for the PowerShell stack), the e2e steps (provision, restart it-change-management and it-procurement, procurement smoke) and the README.
procurement-smoke.sh and .ps1: 45 checks each, verified live through the gateway against the REAL approval service (an approver who is not eligible refused, a rejection final, twenty receipts of one unit against five to arrive leave exactly five, the same receipt twenty times is one, staff only, ledger).
Merge gateway #18 first: the e2e clones the gateway from master. The Enterprise memory figure in the README predates the cloud inventory and procurement and is marked as such.
