SEAB-7767: render MCP_VERSION (supplied by dockstore-deploy) as uiConfig.mcpVersion so the webservice can expose it to the UI. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>

Adds
mcpVersion: "{{ MCP_VERSION }}"underuiConfiginweb.yml.template, with an emptyMCP_VERSIONplaceholder incompose.config. dockstore-deploy supplies the value, the webservice serves it (dockstore/dockstore#6372), and the UI footer shows it (dockstore/dockstore-ui2#2286). Merge after dockstore/dockstore#6372; an older webservice may reject the unknownuiConfigkey.Review Instructions
Once all changes are on qa, check that the footer's Copy Build Info includes the MCP version.
