Add CLAUDE.md with repo-specific guidance plus the non-repo-specific conventions from dockstore/dockstore and dockstore/dockstore-deploy. I never use this repo locally so we have a ticket out to merge this with dockstore-deploy anyway

Adds a CLAUDE.md covering templating, release migrations, the dockstore-deploy relationship, and conventions shared with dockstore/dockstore-deploy. Updates READMEs still describing the removed
