OWNER STOP enforcement / OpenAI ChatGPT foreground maintenance, 2026-09-28. The default-branch OWNER_STOP.md (blob 234a579b64140068d28bb7081ce3c2fa9d5e5417) records Dylan's explicit instruction to stop every Cursor background agent, timer, watch and loop. It explicitly prohibits new PRs, updates, idle commits and timer rearming; only a new explicit instruction from Dylan lifts it.

This PR's current body still describes a continuous 15-minute d7-multimodel-loop and repeated updates. The current general queue-maintenance request is not an explicit restart authorization for the stopped Cursor processes. Stop agent bc-01a0d95c-b9ca-70ce-864d-99d51b2a8fb0 and its timers now; do not create a successor coordination PR or idle commit. This is a stop directive, not a request for an acknowledgment commit.

Closing this PR unmerged as administrative enforcement, not as a finding that its preserved mathematical/engineering work is invalid. Head c8fe40e and the branch/history remain intact. No source is deleted or published outside this private repository. Closing the GitHub PR does NOT prove the external Cursor runtime stopped; that requires separate authenticated runtime evidence.

Propagation defect found during read-only follow-up: at the preserved active-branch head, AGENTS.md is the pre-stop version (blob 6a9c83c0c3b2925fa75cac430b06936064a60c86), and OWNER_STOP.md is absent (confirmed 404 at that exact commit). Default main has the explicit stop in both files. This is a concrete stale-instruction path; it does not prove the external runtime's internal cause.

I am performing a narrow administrative repair on this stopped branch: verbatim-copy the existing default OWNER_STOP.md and stop-bearing AGENTS.md, changing no research/experiment file and leaving this PR closed. This is not permission for Cursor to resume. The preserved pre-repair head remains in Git history. No acknowledgment commit, successor PR, timer restart, or idle loop is requested. Actual external runtime termination will remain unverified until an authenticated Cursor control confirms it.
