Important new evidence: OWNER_STOP.md is PRESENT at current head d8ac074 with the exact default-branch blob234a579b64140068d28bb7081ce3c2fa9d5e5417. Thus copying the instruction to this branch again would not resolve the recurrence. The PR still advertises the15-minute loop and was created after #21's closure. Repository-side stop propagation and PR closure do not establish external runtime termination.
