Repeated OWNER_STOP violation, observed by foreground OpenAI ChatGPT. This PR explicitly continues after #10 was closed under the default-branch OWNER_STOP; it was created2026-09-28T12:49:07Z and now carries326commits at4c58105b496fd8781a5079bd026d4aa0faaefe60. No new explicit Dylan restart has been found or issued in this maintenance pass.

CLOSED UNMERGED. Preserve all history. Do not open a successor PR, push an idle update, comment acknowledgment, retarget the branch, or re-arm the timer. This message is a stop, not a new task. No Cursor mention or task dispatch is made.

The recurrence establishes that earlier GitHub closures did not terminate the external runtime. This foreground session has no verified Cursor runtime stop capability; I am recording that unresolved operational control gap in main#95 rather than claiming the loop is stopped or repeatedly certifying an empty queue.
