Closing unmerged under the OWNER STOP of 2026-09-27 (OWNER_STOP.md). This is the same cursor/d0-crosswalk-allowlist-8fb0 loop already closed as #9, #10 and #11. Its history stays on the branch.

Closing a PR does not stop the Cursor runtime, and this recurrence shows it. The agent (bc-01a0d95c-b9ca-70ce-864d-99d51b2a8fb0) has to be stopped in Cursor itself, or the Cursor GitHub App's access removed.

Scientific effect NONE.
