What this PR adds

• docs/retro/GB-8n-agent14.proposal.json: 15 unit proposals. Each one has a proposed node id, a source file, and impl paths, all pinned owner/repo:path@commit#blob with sha256, plus the unit tree sha at the cut.
• ctx/agent14-GB-8n.md: the context dump.

What it does not add

• No v2 binding records. architecture/graph-artifact-bindings.v2.json is unchanged.
• None of the 15 proposed node ids exist in GRAPH.json at dbe6c0a1 (the node_source) or at 9f3fb691. Per RETRO-MATH-BIND-01 (d), there are no v2 records until a node exists at a pinned GRAPH commit, so all 15 stay unbound.
• Adding the nodes is a separate Math-side GRAPH.json change and needs nonauthor review.

Classification: capped at AUTHOR_SIDE_CANDIDATE (math.*) and ENGINEERING_CONTROL (eng.*). No status promotion and no flags.

Verification

• Every blob, sha256 and tree sha was recomputed at the cut.
• File counts match the inventory for 15 of 15 units.
• All inventory commits resolve, and all impl paths exist.

Checker (--report-only): output is byte-identical before and after. bound 21, unbound_nodes 16, nodes_not_bound 28, stale 0, missing 0, unknown_node 0.

Tests: tests/test_graph_artifact_bindings_v2.py gives 7 passed before and after.
