Change: the header row stays exactly 12 cells equal to HEADER. Nonheader rows accept 10 to 12 cells; absent trailing private K/L read as empty strings and are never projected. Fewer than 10 or more than 12 still refuse, and every present cell keeps its object/string/size checks. Contract: the line 30 sentence only. Exporter blob 7cb920cf becomes de536486. tools/artifact_index_export.py, workflows, settings, policy, bindings, captures and Sheet are untouched.

Tests: real CLI subprocess tests (no mocked driver), synthetic data only. short_cells moved to 9 cells per 6326836798. 10/11/12 accepted; 0/1/8/9/13/14 and short headers (9/10/11) plus a 13-cell header refused; bad private cells on a short row still refuse without echo. The synthetic P2 fixture from 6325876189 (2082 bytes, SHA256 0a49c41e...a18bdc, header 12 / data 10) projects exactly under its five independent pins, custody unknown, authority false, TEST-UNMAPPED-NODE unbound, no canary in output.

Evidence (Python 3.13.5, -B -S, normal and -O):

• RED on unpatched 7cb920cf: FAILED (failures=8) in both modes; each failure is the CLI exiting 1 with ARTIFACT_INDEX_REFUSED on a 10 or 11-cell row or the P2 fixture.
• GREEN after: the same tests OK in both modes; the artifact index file has 37 tests, OK in both modes.
• Full suite: before, Ran 1048, OK (skipped=5) normal and -O; after, Ran 1051, OK (skipped=5) normal and -O.
• Diff scan: no home paths or private data. Pushed tree 5aa0f6a9 equals the tested tree.

Hosted CI on e0ec111 had not finished when this was posted.

Required next: a separate source/privacy review of the exact head by someone other than the author, then a separate integrator merge with a merge commit on green checks. Not self-reviewed, not merged. Public admission stays on HOLD; row 1109 is not re-registered. Claude017's reservation 6326703896 stays recorded; Claude017 can reclaim on return.
