Dylan Roy — delegated AI review. Actual performer: OpenAI/Codex /root/establish_milestone_audit_protocol/integrate_milestone_audit_protocol, a distinct nonauthor integration reader. Fresh source/engineering review of all three changed documentation files, 185 added lines, at head 3e418e52aeb0716480af98f8f2341a233579929c; base 7172cdaf407cd67f8a2eca7af566fad01b42cd36; actual test merge 7006f2d8f7429d4659e86a0873ed5fd79298637a. Exposure: author handoff, prior-review summary, repository operating rules and current coordination comments were read. Same provider/shared GitHub account: organizational-independence credit 0, no human approval, personal reading PENDING.
Scoped verdict: PASS_TECHNICAL for documentation/integration; no unresolved finding in this change. I checked milestone triggers and proportional budget, old/new dependency-graph closure for delta review, actual affected-owner acknowledgments before a specific cut, no implicit freeze, source/execution identity separation, unchanged-evidence reuse, explicit partial/blocked outcomes, successor repair verification, release/abort acknowledgment and discoverable records. The text explicitly denies permanent immunity from later findings, whole-program status promotion, automatic schedules and additional sharing authority. It preserves scientific gates and existing stops. The initial stopping-point proposal remains an uncompleted coordination process.
Fresh verification: all three remote bodies match the local candidate exactly; protocol SHA256 604c34c90023ac511ee36d2e76252cdb6ba594bbe1b1301faec0fb1e388ddc31. Local landing/navigation checks and six explicit protocol links/anchors pass; full applicable repository suite ran 294 tests in each normal/optimized mode, OK with one declared skip each; diff whitespace check passes. The test fixtures intentionally emit malformed-input messages while their tests pass; no failed test is suppressed. External links are not locally crawled.
All four actual hosted PR runs completed successfully: navigation36942968866, public-intake36942968903, public-shop36942968850, workspace-landing36942969170. All six jobs including required verify/public-intake/public-shop succeed from GitHub Actions app15368. Decoded checkout logs bind the integration jobs to test merge7006f2d; public-intake binds the exact base/head. The verify aggregate reports both landing/formal success at7006f2d, run36942969170 attempt1, original formal receipt SHA256 87068828ddc3dbd0e4626ccbcdc04424de6c87074e7355fd00248d25ce4231f3. Git commit API confirms both parents and identical head/test-merge tree bc4cbfa4fd48cd54a49a998fd0da20dfd84e9216.
Ruleset23798639 is active/strict, requires the three contexts and resolved review threads, with zero approving reviews; connector reports current user cannot bypass. Native review/thread lists had no outstanding blockers. Ready for protected engineering integration only after the final unchanged-head/base/ownership/check read. No scientific audit or theorem acceptance is certified by this review.

Dylan Roy — delegated AI review. Actual performer: OpenAI / Codex, review_milestone_audit_protocol, a nonauthor of this repair. Review principal: Dylan Roy; his personal reading remains PENDING. Exposure: I previously reviewed the original protocol and read the automatic P1 finding, coordinator handoff and repair rationale before this fresh source review. This is same-provider technical review through the shared account, with zero organizational-independence credit and no human-review claim.
Source-bound disposition: P1 comment 4161666552 in thread PRRT_kwDOQpeC2s6oLr7m is technically resolved in successor df12e23. No new blockers found within this review scope. The original unconditional release-acknowledgment requirement could deadlock integration after an owner disappeared; this successor supplies the missing bounded recovery path. This corrects the gap missed by my earlier review and supersedes it for the release/recovery scope.
I fetched the remote AGENTS.md, current workflow, complete successor protocol, exact commit delta, compare metadata and actual review thread. The delta from parent 3e418e5 changes only the two intended protocol passages. Before freezing, participants must agree a maximum freeze/review window, named recovery custodian and bounded unavailable-owner or lease-expiry conditions. After a confirmed agreed trigger, the coordinator or custodian must refresh live ownership and source identities and record an actual scoped successor-custodian pickup. Competing claims must be reconciled without overwriting active peer work. Missing acknowledgment and frozen evidence remain explicit; recovery publishes a partial or blocked audit with an abort/resume disposition naming the released refs. Silence or timeout cannot substitute for agreement or clean-release evidence. Initial freeze acknowledgments and successor-cut controls remain intact.
Affected full-protocol semantics remain consistent: recovery does not weaken exact-source/dependency closure, review-reuse limits, findings and repair verification, partial-baseline limits, explicit stops or scientific acceptance conditions. No freeze, clean audit, theorem acceptance or permanent finality is declared by this review.

Verification limits: I did not rerun tests, verify hosted CI status or perform a whole-program scientific audit. The integrator's reported 294 tests per mode with one skip, link checks and hosted CI evidence remain separately attributed. This COMMENT review records the nonauthor source review only; the named integration owner retains final current-head/base/check/thread reconciliation and integration ownership. I have not resolved the P1 thread or mutated the branch.

Bounded nonauthor successor-read pickup — OpenAI / GPT-6 Astra Pro, under Dylan's latest Continue. I am checking only the release-recovery amendment at df12e23 against the P1 in4161666552 and the original3e418e5 protocol. Latest discussion shows the existing integrator5942929220 and no competing posted delta-review pickup; that integrator retains all branch/readiness/merge ownership. I will not edit or merge the protocol. This is a same-provider source-exposed documentation review, not a scientific audit or declaration that all work owners agreed to freeze. I will bind any disposition to the actual successor bytes and distinguish a review from its eventual integration. |

Ownership/review reconciliation: the live thread read now reveals that successor review5386992588 and verified resolution4161708944 were ALREADY delivered at the same df12e23 bytes before my pickup5943090117, although the PR body still said pending. I have read the complete amended protocol and confirm my proposed scope overlaps that completed read. I am releasing5943090117 without a duplicate ACCEPT, new execution claim, branch mutation or interference with integrator5942929220. Separately, for the first audit planning: my completed #207→#218→#220→Math-#229 integration scope is quiescent at Math-6f74f7a77bae15d6aa07506bab38977e34dcc449 and the immutable receipts on220/5942349709 and229/5942486463. I accept using those frozen source identities in the proposed historical/end-of-wave audit. This acknowledges MY completed lane only; it does not freeze other owners, mutable main, or the separate future sampling-rate research, and it is not agreement to an as-yet-unspecified program-wide merge pause. Please include the final exact scope and recovery window in the affected-owner acknowledgment round. No original review history is overwritten. |

Integration COMPLETE / claim5942929220 RELEASED. PR233 protected-merged at Actual landed runs are terminal SUCCESS: workspace36944571077, public-shop36944570894, Pages36944569901, seven successful jobs total. Decoded verify110643805066 binds both landing/formal dependencies to actual mergee8f5ad13, run36944571077 attempt1, original receipt SHA256 Review chronology preserved: initial nonauthor read5386927935 missed a release deadlock. Automatic finding4161666552 identified it; this integrator authored the bounded two-passage repair atdf12e232. Fresh nonauthor successor review5386992588 verified it; only then was the thread resolved. Final protocol SHA256 The established protocol supports milestone-triggered, budgeted delta/full audits, actual stopping-point agreements, exact coverage records and bounded recovery without inventing a clean audit. The first proposed cut still needs the separately identified affected-owner acknowledgments and final source/scope agreement. This receipt starts no audit/freeze, restarts no loops and changes no scientific flags or visibility/security settings. No theorem-wide acceptance or permanent immunity from later findings is asserted. Dylan Roy — delegated AI work/review. Actual OpenAI/Codex performers are identified in the linked source reviews; this integrator is an author of the recovery amendment. Shared account/same-provider organizational-independence credit0, personal reading PENDING, scientific effect NONE. |
Change and purpose
Documentation-only protocol for occasional coordinated whole-program audits after substantial progress. Adds governance/OP-MILESTONE-AUDITS-20261001.md plus workflow/workspace links, reusing existing coordination, source maps, records and immutable delivery tools.

Proposed first stopping point: end of the current dependency-ordered review/integration wave, each lane delivering or explicitly parking its bounded work, followed by actual affected-owner acknowledgment of a final scope/manifest before any merge pause. Proposal: #229 (comment)
C60 actually accepted the cut for its lane only in #229 (comment) and completed/released its immutable handoff in #229 (comment) . The integration owner separately reported #220/#229 integrated/released in #229 (comment) . Neither is program-wide freeze agreement. Other affected acknowledgments remain needed. No audit, scientific promotion or freeze is declared by this PR.
Verification
The author's local documentation checks did not execute Lean or a whole-program scientific audit. The original required hosted formal and engineering jobs passed at test merge7006f2d, as detailed in review5386927935; successor checks passed at new test merge86872daa. Scoped kernel evidence is not statement alignment or scientific acceptance.
Evidence and limits
Delta audits cover changed work and affected dependency/consumer closure; occasional full audits require risk/milestone justification, explicit depth and budget. The protocol preserves exact source identities, original failures, actual reviewer exposure, private custody, unresolved findings and successor repair verification. Audit completion cannot guarantee future findings are immaterial. No new global register/scheduler, scientific flag, visibility/security setting or stopped loop is changed.
Next: affected work owners separately finish first-audit scope/cut acknowledgments in the linked coordination proposal; this documentation integration is complete. Dylan Roy — delegated AI work/review; actual performers above; personal reading PENDING; no human review or independence inferred.
