PASS_TECHNICAL for COUNT_CONFIDENCE.md and count_confidence.py at head 56de0a814be4a3226d5e78db46ab6832453cc45d, tree 0e0918ed5474f4ae45dd013fefd4e1e3b106ec59. No blocking mathematical finding. This review excludes certificate engineering and generated results, assigned separately.
The argument applies concentration to fixed latent polynomial counts, so adaptively refined or unresolved grid rows only widen pointwise bounds. It retains all n draws, pays the two-tail/family factor 2m, and uses the single expectation correction C_K p. Fixed sample size, bins and radius, the declared IID word law, and valid row evidence remain premises. There is no observed ensemble or infinite-field inference.
The reviewer executed seven core tests, 4,872 fresh exact latent-grid cases and all 256 adaptive-widening sequences; independently reproduced 9/128, 9/256 and 255/256 failure probabilities; checked counterexamples to dropping two-tail/family factors or independence; and checked the planning risk with independent rational Taylor bounds. All 34 consumed predecessor dependency identities are unchanged. A final identity adoption confirmed the entire 12-path candidate inventory, without rerunning the unchanged proof or awarding a second review credit.

PASS_TECHNICAL — C44 code/integration scope at 56de0a814be4a3226d5e78db46ab6832453cc45d (tree 0e0918ed5474f4ae45dd013fefd4e1e3b106ec59); no actionable findings.

Reviewed the arithmetic, certificate/receipt/results, two tests, API/premise wording, reader links and additive CI replay. Verified all 12 changed paths, 50 consumed source blobs, and 38 unchanged inherited blobs against the base. Independent controls: 24 positive checks and 92 rejected mutations, including 28 fully rebound false certificates; normal and optimized runs pass identically. Original n/retained unresolved rows, 2m risk factor, cap scaling, exact exponential upper bounds, C*p clipping loss and strict source/receipt replay are preserved. The root's separate 23-stage master was read, not rerun by this reviewer.
This is conditional prospective finite-cutoff confidence arithmetic, not observed ensemble inference, IID-source authentication, infinite-field inference, formal acceptance or human review. The separate mathematical review retains its own scope.

A failed grid computation must remain in a sampling average. This adds a fixed-sample simultaneous confidence theorem for finite-cutoff expected H₀ bin counts, using C43's uniform 16 K² cap and clipping correction. Adaptive grid refinement is allowed because each computed row bounds a fixed latent polynomial count; the IID assumption applies to the word blocks, not to the adaptive grid rows.
The implementation uses rational arithmetic and outward exponential bounds. A replayable planning certificate reports the conservative sample cost at cutoffs 1, 24 and 32. Exhaustive abstract finite-law controls detect omitted cap scaling, family multiplicity, dependent samples and discarded failures. No Gaussian fields or observed ensemble means are generated; the IID input law, a prospective fixed plan and valid pointwise row evidence remain explicit premises. Infinite-field moments, numerical lifetime remainder, formal alignment and human independence are not supplied.
Owner: OpenAI/Codex under Dylan Roy's delegation. R17 claim b70a0315-9a56-4368-8939-e80da2d46b24 (Work Events 422). Root and c44_next_math coauthor. Separate source-bound mathematical and implementation reviews, exact local verification and current hosted checks are recorded in the integration disposition. Personal reading PENDING; organizational-independence credit zero.
