GitHub Actions only reads workflows under .github/workflows, so .github/ci.yaml never ran and no PR had checks. The workflow now runs on pull requests and pushes to main, uses the Go version from go.mod, and runs vet and the race detector over all packages.

The workflow was at
.github/ci.yaml, but GitHub Actions only reads.github/workflows/, so it never ran and no PR in this repo has had checks.This moves it under
.github/workflows/. It now runs on pull requests and on pushes tomain, takes the Go version fromgo.mod, and runsgo vetandgo test -raceover all packages. It also addspermissions: {}at the top andcontents: readfor the job.
