Go supports the two newest releases, currently 1.26 and 1.27, and coder/coder already requires Go 1.26. Raising the minimum lets quartz's own tests use testing/synctest and weak directly. Several open PRs need them to test cleanup and synctest behavior, and today they have to put those tests behind build tags.

Only go.mod changes. go fix with Go 1.26 suggests small modernizations in mock.go and mock_test.go; they are left out to keep this to the version bump.

Stacked on #40 so its checks run.

Go supports the two newest releases, 1.26 and 1.27, and coder/coder
already requires 1.26. Go 1.26 lets the tests use testing/synctest and
weak pointers directly instead of behind build tags.
