Whether signup works depends on two settings together, EMAIL_SERVER_URL and ALLOW_UNVERIFIED_REGISTRATION, and the startup report only showed the first. This adds an ALLOW_UNVERIFIED_REGISTRATION row whose value is the outcome:
SMTP set
Flag set
Row shows
yes
no
verified by email
no
no
REFUSED: no mail server
no
yes
OPEN: no address check
yes
yes
verified by email (flag set, inert). The note warns this opens signup if SMTP is ever lost.
Also:
The no-mail warning was out of date. It still said signup throws and tells the user to try again. That was the bug the registration changes fixed. It now says password reset fails, and that signup is refused unless the flag is set.
The separate startup warnings in routes.clj are removed. That code said it should move into the report once one existed; the row now covers it.
docs/email-system.md is updated to match.
Related issue (if applicable): follows Orcpub#712 (registration without email).

Startup reporting now derives signup behavior from SMTP availability and ALLOW_UNVERIFIED_REGISTRATION. The report distinguishes email-verified signup, open signup, and refused signup. Missing SMTP guidance also describes its effects on password resets and admin alerts.
The configuration code combines SMTP availability and ALLOW_UNVERIFIED_REGISTRATION to describe signup behavior. Missing-email guidance distinguishes password-reset and admin-alert failures from signup outcomes.

The settings report displays the derived mode, and the routes namespace no longer emits a separate registration-mode report. Tests and documentation describe the reported outcomes.
codeGlaze/orcpub#75: This PR also changes startup-report and email-configuration behavior, including EMAIL_REQUIRED handling.

Explanation
The title "Startup report: say what signup will do" matches the main change. The PR adds an ALLOW_UNVERIFIED_REGISTRATION row to the startup report that states the signup outcome. It also updates the no-mail warning to say signup is refused unless the flag is set. The title is specific and short, and it names the primary change from the developer's perspective. It does not cover the removal of the routes.clj reporter or the docs update, which is acceptable.

…P message
Registration mode used to print at namespace load from routes.clj, separately from
the startup report -- in every REPL and test run, and nowhere near the rest of the
effective configuration. It is now an ALLOW_UNVERIFIED_REGISTRATION row in the
report, whose value is the combination of that flag and EMAIL_SERVER_URL:
verified by email SMTP set
REFUSED: no mail server no SMTP, no opt-in
OPEN: no address check no SMTP, ALLOW_UNVERIFIED_REGISTRATION=true
verified by email (flag set, inert) both set: harmless today, but signup opens
without checks if the SMTP value is lost
The routes.clj printout is removed. The report only prints when the server starts,
which is where this belongs.
Also corrects email-missing-message, the (!!) block printed when EMAIL_SERVER_URL is
missing. It still said signup throws inside the transaction and tells the user to
try again -- the bug the registration changes fixed. It now says password reset
fails (still true; EMAIL_SERVER_URL stays critical for that), that signup is
refused unless the opt-in is set, and points at the row that says which. The same
outdated story was in a test description in config_report_test.clj and is fixed
there too, and docs/email-system.md described the removed startup warnings.
Tests pin all four modes, the row's presence in the rendered banner, and that the
message no longer describes the old behaviour; against integration's source they
fail with "No such var: config/registration-mode".
lein test 1064 tests / 7039 assertions / 0 failures. lein lint errors 0, warnings
30 -- one fewer than integration's, none in these files.

Keeps the registration row's outcome as the value of the
ALLOW_UNVERIFIED_REGISTRATION row, on integration's settings table with
:since. registration-mode takes its two inputs as arguments: email now
requires config, so config cannot require email. The no-mail-server fix
text and docs/email-system.md say that a server without mail starts only
when DEV_MODE, EMAIL_REQUIRED=false or the flag says so (config/start-refusal).
…and the fix text names the opt-outs
Seen to fail with the row's :get removed and the fix text put back to its
pre-merge wording, and only these failed:
the-registration-row-is-in-the-boot-report (3 checks: REFUSED, OPEN and
verified-by-email values read from the environment)
the-no-smtp-message-matches-what-start-refusal-allows (3 checks: "on purpose",
DEV_MODE / EMAIL_REQUIRED=false / ALLOW_UNVERIFIED_REGISTRATION=true named)
Restored: 34 tests, 183 assertions, 0 failures.
