P2 Badge Use one CodeQL action version throughout

This bumps only the init step to v4.37.2 while the later Perform CodeQL Analysis step still uses the v4.37.0 SHA. In this workflow, init writes the CodeQL action configuration and analyze loads it; CodeQL validates that all github/codeql-action steps use the same action version, so scheduled/PR scans can fail before uploading results. Please bump the analyze SHA/comment to the same v4.37.2 revision in the same change.
