Summary
Add an optional, capability-gated
list_issuesoperation so providers can expose paginated repository issues without changing the required provider interface.get_issuealready exists.Companion to Paca-AI/paca-plugin-github#32.
Validation

Paca core and GitHub provider changes are required before agents can use this capability. No released SDK version includes this operation yet.
