docs: replace dead links and stale repository URLs across guides

文档里攒了三处已经失效的链接，读者照着点会碰壁：

1. README（中/英）的 Stars 徽章指向 GitHub 已下线的 /stargazers 页面，点进去 404
2. 包规范文档里 gen_deb_source 示例用的仓库 ci.deepin.com/repo/deepin/deepin-community/backup/rc2 已整体下架
3. manifests 指南让读者克隆 Runtime 的 v23 分支，但该分支已改名为 deprecated/v23，照抄命令会报 Remote branch v23 not found in upstream origin

修改

• README.md / README.zh_CN.md：Stars 徽章链接改指仓库主页（共 4 处）
• 中英文 linyaps_package_spec.md：示例仓库改用现行的 community-packages.deepin.com/deepin/beige/
• 中英文 manifests.md：克隆命令改为 -b deprecated/v23

共 6 个文件、8 行，纯链接与文案修正，不涉及代码。

验证

失效的一侧都复核过：

org.deepin.Runtime 仓库现在只剩 main 和 deprecated/*，v23 已不存在。替换的一侧都是活的：仓库主页 200、community-packages.deepin.com/deepin/beige/ 可访问、deprecated/v23 分支在，后续步骤要用的脚本也都在。

这三处此前分别以 #1948、#1976、#1971 单独提过，均已关闭并注明并入本 PR；这次按当前 master 重新核对后重提，内容不变。

Once the patch is verified, the new status will be reflected by the ok-to-test label.

It's docs-only: six files of dead-link / badge / branch-reference fixes, all targets verified. Also, in case it's useful, I opened #2150 summarizing the community backlog and offering to help triage — plenty of PRs in the queue could use a first-pass check. Thanks!
