Adds a separate publication workflow without changing the MCH executable or private release allowlist. Runs on stable GitHub Release publication and supports manual dispatch to backfill existing v0.2.1. Enforces tag/version/commit/release validity and public main ancestry, builds and tests native x86_64 Windows, arm64 macOS and x86_64 Linux, packages source into explicit ZIP + TAR.GZ, validates every archive, emits SHA256SUMS.txt, and uploads assets only after all platform jobs pass. Actions are SHA-pinned; build jobs have read-only permissions and only the final upload job has contents:write. Planned backfill of v0.2.1 after PR CI/review. No private history or files are included.
