build(worker): refresh networking dependencies

TL;DR

Refresh the shared worker networking dependencies so downstream NICLLS builds can consume the updated runtime libraries. Upgrade gRPC to v1.83.2, quic-go to v0.54.1, and golang.org/x/crypto to v0.56.0.

Additional Details

The worker module is consumed separately by downstream image builds, so it needs to declare the intended dependency versions itself. Raise its minimum Go version from 1.25.0 to 1.26.0, as required by x/crypto v0.56.0, and refresh the transitive requirements/checksums selected by Go module resolution.

Required transitive updates are x/net v0.58.0, x/sync v0.22.0, x/mod v0.38.0, x/sys v0.47.0, x/text v0.41.0, x/tools v0.48.0, and the API/RPC genproto modules at v0.0.0-20260526163538-3dc84a4a5aaa. The resolved test graph also updates gonum to v0.17.0 in go.sum.

The NICLLS producer must consume the merged worker revision and use a compatible Go compiler. Image publication, the chart/stack image bump, and the self-managed 1.0.x backports are separate steps tracked in #2424. This PR does not change a deployed image pin or complete that rollout.

For the Reviewer

The change is limited to the worker's go.mod and go.sum. The repository's Go 1.26.8 workspace/toolchain already satisfies the new minimum; standalone consumers must also use Go 1.26 or newer.

License review: gRPC and genproto use Apache-2.0, quic-go uses MIT, and the updated Go x modules use BSD-3-Clause, all allowed by .allowed-licenses.txt. No module names were added to or removed from go.mod. Regenerating the root NOTICE produced no change.

• go mod verify and go mod tidy -diff.

• Downstream NICLLS builds for Linux amd64 and arm64 using temporary local module replacements, plus its existing short test suite.

• Repository Go toolchain consistency, skill-fanout validation, and git diff --check.

• Bazel workspace build: bazel build //src/libraries/go/worker/... (51 targets); bazel test //src/libraries/go/worker/... (21 tests passed).

The repository-wide tools/ci/check-dependency-docs did not finish: it was stopped during a DataDog module fetch for the unrelated byoo-otel-collector/otelcol graph. Full generated dependency-document freshness remains for CI; this is not recorded as a passing check.

No new tests were added because this changes dependency versions only; existing worker transport/client tests and downstream compilation exercise the affected integration. Release QA for the published NICLLS image and self-managed upgrade/backport is tracked in #2424.
