fix(api): update NICLLS image to 2.117.1

TL;DR

Update the NVCF API chart's default NICLLS sidecar image from 2.110.0 to 2.117.1 and update the rendered release-artifact annotation test to match.

Additional Details

This follows the shared worker dependency refresh in #2425. The API service version and chart release placeholder are unchanged.
