This PR adds the tray usage popup after the expanded desktop app in #1139. Left-clicking the tray icon opens the popup below the icon, and right-clicking opens the native menu.
On macOS, the popup is a panel that never activates the app. On Windows, the app places the popup inside the work area of the monitor that holds the icon. The app clamps the popup height before passing it to the window system.
