Why

Composite routing currently requires a capability judge. Callers with their own classification prompt and JSON schema need to select the starting tier while retaining stage routing during subsequent tool steps.

What

Adds mode = "custom" to the composite classifier. Both capability and custom classifiers are built through CompositeRouter::new using CompositeJudgeConfig. The classifier uses the existing target_selector policy; the documented example reads /decision/target and selects efficient or capable.

This is the core dependency for the Claude plugin in #1017. It can merge independently and contains no Claude plugin code.

How

The custom classifier sets the stage router's retained tier at user_turn or new_session boundaries. Custom classifier failures always retain the previous tier or use the configured stage default for a new session. A failed opening judgment is retained so continuations do not rejudge. The custom judge has no fail-open switch; custom TOML with fail_open = false is rejected. Existing capability-judge settings remain supported. Capability thresholds and decision-model settings are rejected in custom mode.

The standalone custom classifier keeps its existing behavior. No new selection policy is introduced.

Where to Start Review

  • crates/libsy/src/algorithms/composite.rs: custom judge construction and existing tier retention.
  • crates/libsy/src/algorithms/llm_class.rs: shared custom classifier construction and error recovery.
  • crates/switchyard-runner/src/algorithm.rs: configuration validation and construction.
  • Tests in crates/libsy/src/algorithms/composite.rs: custom tier selection, user-turn retention, client and malformed-verdict failures, and configured session fallback.
  • Tests in crates/switchyard-runner/src/config.rs: custom composite configuration, incompatible capability settings, and rejection of custom fail_open = false.
  • docs/routing_algorithms/composite_routing.md: TOML example.

Test Plan

  • cargo test -p switchyard-libsy -p switchyard-runner: 462 tests passed after rebasing onto main (58a33572f).
  • Clippy for both affected crates with all targets and warnings denied passed.
  • Formatting and diff checks passed.
  • Composite routing tests use the existing libsy fixtures. Generic schema and selector cases stay in their existing tests; the separate Runner integration test file was removed.

Summary by CodeRabbit

  • New Features
    • Composite routes can now use a custom LLM classifier to select between configured stages based on a response schema and selection policy.
    • Configure whether classification errors retain the previous tier or use the efficient tier for new sessions, or instead stop routing with an error.
  • Documentation
    • Added guidance and an example for configuring custom classification, including supported settings and error-handling behavior.

Walkthrough

Composite routes can now use a custom schema-based classifier to select stages. Runner configuration validates custom classifier settings and supports fail-open behavior. Integration tests cover routing outcomes, classification reuse, and configuration errors.

Changes

Custom Composite Routing

Layer / File(s) Summary
Build and connect custom classifiers
crates/libsy/src/algorithms/composite.rs, crates/libsy/src/algorithms/llm_class.rs
A shared factory builds schema-backed classifiers with configurable error recovery. CompositeRouter accepts a custom classifier and builds the stage route through a shared constructor.
Validate and route custom classifier settings
crates/switchyard-runner/src/algorithm.rs
StageClassifierConfig accepts mode, response schema, and policy settings. The runner validates custom-mode configuration and selects the custom composite constructor when mode is custom.
Verify custom composite routing
crates/switchyard-runner/tests/custom_composite.rs, docs/routing_algorithms/composite_routing.md
Integration tests cover tier selection, classification reuse, fail-open and fail-closed behavior, and invalid settings. Documentation describes custom classifier configuration and routing behavior.

Custom composite routing does not behave as documented. Fail-closed mode can silently route malformed verdicts to the fallback tier. A failed first judgment in a new session causes repeated judge calls and can change the tier mid-session. Fix both before merging.

I’m a rabbit with a schema to review,
I hop through tiers the classifier drew.
If a verdict fails, I know where to go,
Efficient or capable, through the flow.
Then I tuck in my tests and nibble a rue.

🩺 Stability & Availability | 🟠 Major | ⚡ Quick win

Retain the fallback tier after a failed new_session judgment.

If the first judgment fails with fail_open = true, no tier enters self.tiers. A later tool continuation with the same session ID passes is_due and calls the judge again. During an outage, every continuation can wait for another failed judge call. After recovery, the tier can change within a session that should have been classified once. Retain efficient for that session after the first failed judgment, without replacing an existing tier.

Update the `new_session` judgment path around `is_due` so a failed judgment with
`fail_open = true` records the `efficient` fallback tier for that session.
Preserve any tier already stored in `self.tiers`, so continuations reuse the
session’s original classification without invoking the judge again.

Conflicts:
- libsy llm_class.rs: upstream NVIDIA-NeMo#1022 moved the custom judge into
custom_classifier(); route directives (Phase 197) now attach in
build_custom(), composite routes do not take them.
- DirectiveClassifier ported to the non-generic Classifier trait (NVIDIA-NeMo#1024
  externalized State).
- libsy-llm-client client.rs: test-only union (ours: reasoning-policy tests,
local_responses_map; theirs: model_properties, nvidia strict strip).

Upstream NVIDIA-NeMo#1063's reasoning test adapted to NVIDIA-NeMo#483 preserve_encrypted: signed
reasoning carries content [], and unsigned reasoning is dropped even with
store: true (upstream keeps it). Codex sends store: false, where both agree.
