Moves CI to the self-hosted
audiobridgerunner (netcup server, toolchains preinstalled):rust(clippy core+android host and arm64, core/android tests),desktop(cargo-xwin clippy + release build, AudioBridge.exe artifact),android(assembleDebug + testDebugUnitTest, APK artifact). Fork PRs are skipped on self-hosted.cargo test -p audiobridge-desktopstays on GitHub-hosted windows-latest. Adds workflow_dispatch.
