Convert nightly build workflow to manual prerelease trigger - #1082

Renames package-build.yml to prerelease.yml and switches its trigger from
push-on-*/main to workflow_dispatch, since PRs already run checks and the
nightly feed doesn't need a build on every merge. Drops the now-redundant
branch/event if-guards on the pack/publish steps, and renames the nightly
version suffix from -build.{number} to -prerelease.{number}.
