Referenced v17's #1082: dotnet-build.yml already builds and tests every PR, so a full build+pack run on every push to main is redundant. Switches the trigger to workflow_dispatch and renames the nightly version suffix from -build. to -prerelease. to match. Kept v18's already-modernized build steps (global.json, packages.lock.json, per-project pack, separate publish-nightly job) rather than reverting to v17's older version of the file.
