Summary

Adds the repository files a public project is expected to carry, so a new contributor can find the rules and the ownership map without asking anyone — and widens two guards so the new root files are actually checked rather than assumed clean.

No behaviour change: no Python under forgelm/, no dependencies, no config keys.

Related issues

Refs #500, #465 — the two open issues on GitHub Actions versions and mutable action tags; the github-actions entry in dependabot.yml is the closest thing in the backlog to them.

This pull request resolves no issue. It was raised as a direct task rather than found in the backlog, which is also why it opens without a preceding issue; happy to file one and re-link if the project would rather keep that rule absolute.

Opened from the review of this PR, for work it does not do:

Changes

  • CITATION.cff — makes ForgeLM citable through GitHub's "Cite this repository" panel. version and date-released are deliberately omitted: the released version is single-sourced in pyproject.toml, the site's copy is guarded by tools/update_site_version.py --check, and this file is not one of that tool's targets, so a version here would be an un-guarded duplicate. Tracked in CITATION.cff carries no release version or date — wire it into the release tooling, or add a DOI for citable releases #967, with a Zenodo DOI as the durable answer.
  • .github/CODEOWNERS — routes review requests. It does not gate a merge: whether a review is required before merging is a branch-protection setting, not something an entry here turns on. The file documents that the rules are last-match-wins, so an area owner is added below * rather than replacing it, and pins the scaffolding paths so an area owner cannot silently take them.
  • .github/dependabot.yml — dependency updates arrive as reviewed pull requests. versioning-strategy: widen, because the project declares bounded ranges with no lockfile, so the default increase is a no-op on every floor the ceiling already covers. ruff, mypy and bandit are ignored: tests/test_packaging.py requires their [dev] range to equal the one ci.yml installs, and a bump would fail that test on arrival. Python and Actions minor/patch bumps are grouped; majors stay individual.
  • GOVERNANCE.md — the maintainer-led model, the role ladder (contributor → maintainer; the undefined "reviewer" rung is gone), how decisions are made, the actual merge conditions, and an Access and continuity section that records the single-owner gap as a gap rather than promising a fix.
  • MAINTAINERS.md — the current maintainer, the areas, and the reply cadence: questions go to Discussions, and the initial-reply target is the same 72 hours SECURITY.md commits to.
  • .github/ISSUE_TEMPLATE/documentation.yml — documentation reports get a form; the chooser previously offered only a bug and a feature form. It no longer offers two entries named "Documentation", and it says that a maintainer completes the Turkish mirror when the contributor does not write Turkish.
  • CONTRIBUTING.md — the same mirror sentence, where a contributor reads it before opening a pull request rather than at review.
  • tools/check_readme_links.py, tools/check_source_path_refs.py — the two guards that check links and prose source paths now cover GOVERNANCE.md, MAINTAINERS.md, SECURITY.md and CODE_OF_CONDUCT.md, not only README.md and CONTRIBUTING.md. The link guard also resolves blob/development/… URLs, not just blob/main/….
  • README.md, CHANGELOG.md, .github/ISSUE_TEMPLATE/config.yml, MANIFEST.in — link the new files (on development, where they land first), record the change under [Unreleased], give the issue chooser two distinct entries, and ship CITATION.cff in the sdist.

Type

  • [ ] Bug fix — no behaviour changes
  • [ ] New feature
  • Documentation — GOVERNANCE.md, MAINTAINERS.md, CITATION.cff, the issue template, README.md links, CONTRIBUTING.md
  • [ ] Refactoring / code quality
  • Test coverage — the two guard tests now cover four more surfaces
  • CI / infrastructure — dependabot.yml, CODEOWNERS, MANIFEST.in

Testing

Scope, stated honestly. Before this pull request, none of the guards below read GOVERNANCE.md or MAINTAINERS.md as a link or path surface. An earlier version of this description listed eleven passing guards as evidence about those two files when none of them looked at them — an injected dead link, dead anchor or invented module path in either file would have passed all eleven. The two entries marked (new coverage) are the guards this PR changes so that they do inspect the new root files.

  • check_readme_links.py --strict (new coverage) — 129 links across 6 surfaces, all resolve.
  • check_source_path_refs.py --strict (new coverage) — 296 prose surfaces, every backticked source path exists.
  • check_bilingual_parity, check_bilingual_code_blocks, check_tr_links_prefer_mirror, check_anchor_resolution, check_usermanual_self_contained, check_yaml_snippets, check_doc_numerical_claims, check_site_claims, check_module_size, check_ci_failure_masking, check_no_analysis_refs, check_release_record_sync, check_no_mutation_artifacts, check_strict_json_writers, check_audit_event_catalog, check_field_descriptions — all pass.
  • pytest tests/ — 5586 passed, 98 skipped, coverage 87.37 %.
  • ruff format --check . and ruff check . — clean (291 files already formatted).
  • python3 -m forgelm --config config_template.yaml --dry-run — config is valid.
  • CITATION.cff, dependabot.yml and documentation.yml parse as valid YAML; CITATION.cff carries the required CFF keys.

Not verified, and not claimable from CI: Dependabot's actual behaviour (it has never run here — the grouping, ignore and trigger assumptions are a reading of dependabot-core, not an observation), the "Cite this repository" panel, and how the new form renders in the issue chooser. All three are visible only after merge.

Testing checklist

  • pytest tests/ passes — 5586 passed, 98 skipped
  • ruff check . passes
  • ruff format --check . passes
  • New tests added for changed code — the check_readme_links fixture now creates every registered surface, so the wider surface set is exercised
  • python -m forgelm --config config_template.yaml --dry-run works

The three test_check_import_origin cases fail unless the checkout under test is first on sys.path; they are environment-dependent and pass with PYTHONPATH set to the checkout, which is how the 5586 figure above was produced.

Checklist

  • My code follows the project's style (ruff formatted) and docs/standards/coding.md
  • I've updated documentation if needed — and its Turkish mirror in the same PR — these are contributor-facing English files (GOVERNANCE.md, MAINTAINERS.md) alongside CONTRIBUTING.md, SECURITY.md and CODE_OF_CONDUCT.md, which the localization standard keeps English-only, so there is no mirror to update
  • I've added tests for new functionality — the guard surfaces the change depends on are covered
  • No new dependencies added
  • Config template (config_template.yaml) updated if new config fields added — not applicable, no config fields added
  • CHANGELOG entry under [Unreleased] if a user or library consumer can observe the change — added under ### Added

Add the repository files a public project is expected to carry so that a
new contributor can find the rules and the ownership map without asking:

- CITATION.cff so ForgeLM can be cited; version/date-released are omitted
on purpose to avoid a second copy of the release version literal.
- .github/CODEOWNERS routes reviews; branch protection does not require a
code-owner review, so an unresponsive owner cannot stall a PR.
- .github/dependabot.yml surfaces dependency updates upstream of the
pip-audit and nightly CVE checks; Python minor/patch bumps are grouped.
- GOVERNANCE.md records the maintainer-led model and the path to a
  reviewer and a maintainer role.
- MAINTAINERS.md names the current maintainer and the review cadence for
  first-time contributors.
- .github/ISSUE_TEMPLATE/documentation.yml gives docs reports a home,
since the project's docs are a first-class contribution area.

No behaviour changes; adds no imports and no dependencies.

📝 Walkthrough

The pull request adds governance and maintainer guidance, documentation issue intake, repository ownership and dependency-update settings, ForgeLM citation metadata, and checks for project documentation surfaces.

Changes: Project governance and repository setup

Layer / File(s) Summary
Governance and contributor process
.github/CODEOWNERS, .github/ISSUE_TEMPLATE/config.yml, .github/ISSUE_TEMPLATE/documentation.yml, GOVERNANCE.md, MAINTAINERS.md, README.md, CHANGELOG.md
The new documents describe project roles, decision paths, maintainer responsibilities, contact routes, review expectations, and contributor credit. CODEOWNERS assigns ownership and describes review routing. The documentation issue form collects the affected page, problem, optional wording, and affected language. The README links to governance, maintainer, and citation information. The changelog records these additions.
Documentation surface checks
tools/check_readme_links.py, tools/check_source_path_refs.py, tests/test_check_readme_links.py
The link and source-path checks now include additional policy and maintainer documents. Tests create stub files for the added link-check surfaces.
Dependency update settings
.github/dependabot.yml
Dependabot is configured for weekly Monday pip and GitHub Actions updates. The configuration sets open-pull-request limits, labels, and commit prefixes, and groups pip minor and patch updates.
Citation metadata and packaging
CITATION.cff, MANIFEST.in
The citation record adds ForgeLM software metadata and project links. The package manifest includes the record.

**Automated bumps leave minimum-dependency tests stale**

When a Dependabot PR raises a minimum dependency version in `pyproject.toml`, dependabot updates the minimums in `pyproject.toml` but does not update `.github/workflows/nightly.yml`. The `test-min-deps` job then installs the old exact pins with `--no-deps`, so it tests versions below the declared minimums instead of the supported dependency floor.

Keep the nightly minimum pins synchronized with Dependabot manifest updates, or add a guard that rejects PRs when those pins no longer match the declared minimums.

**Breaking-change release guidance points to wrong file**

When a maintainer uses the breaking-change guidance to determine the target release, maintainers following this guidance look in `forgelm/config.py` for the target release, but that file does not single-source the project release version; they get the wrong release-planning instructions.

Point to `pyproject.toml` as the release-version source, or remove the single-source claim.

Comment thread .github/CODEOWNERS Outdated
- MAINTAINERS.md: replace the CoC address with a pointer to the Code of
Conduct's enforcement section (A-01). `forgelm@hodetech.io` does not resolve
(NXDOMAIN at the TLD's own servers); the address is pre-existing in
CODE_OF_CONDUCT.md and its replacement is a separate decision.
- check_readme_links / check_source_path_refs: cover GOVERNANCE.md,
MAINTAINERS.md, SECURITY.md and CODE_OF_CONDUCT.md, so the new root files are
guarded the way the PR claimed (D-01, E-04). Tests updated for the wider
  surface set.
- CODEOWNERS: remove the "an unresponsive owner cannot stall" claim, which is
untrue with one maintainer (E-06), document last-match-wins (F-03), and pin
the scaffolding paths so an area owner cannot silently take them (B-07).
- CITATION.cff: correct the rationale comment — _version.py carries no version
literal (it reads pyproject via importlib.metadata) and
tools/update_site_version.py already guards the site copy (C-01, F-13); align
the abstract with README's "audit trail" wording (C-05); ship the file in the
  sdist via MANIFEST.in (C-08).
- GOVERNANCE.md: state the actual merge conditions instead of "one maintainer
approval merges them" (A-02, F-01); point at the roadmap's product principles
rather than restating a conflicting trio (A-09); drop the unverifiable
  attribution paragraph (A-21).
- MAINTAINERS.md: questions belong in Discussions, not the issue tracker (A-16);
  one 72-hour reply target shared with SECURITY.md instead of two SLAs (A-17);
the areas column mirrors the `area:` label vocabulary (A-19).
- documentation.yml / config.yml: distinct chooser entries (F-06, E-08), EN and
TR only since no other mirror exists (B-06, F-07), and a page-level placeholder
  (F-09).
- CHANGELOG.md: record the additions under [Unreleased] (D-05).
- README.md: link GOVERNANCE.md, MAINTAINERS.md and CITATION.cff (E-07, F-12).

Not addressed here, pending a decision: the Dependabot scope (B-01/B-02/D-02),
the reviewer role (A-04/F-10), maintainer access and continuity (F-02/A-03/A-06),
and whether CITATION.cff should carry version/date (C-01 option b).

Comment thread README.md Outdated
The Sourcery thread on this line was right about the ambiguity: "the target
release is single-sourced in forgelm/config.py" does not say which of the file's
constants. Name DEPRECATION_REMOVAL_VERSION (forgelm/config.py:35) and the
release standard that governs the sequence (A-12).
- dependabot.yml: `versioning-strategy: widen`, because ForgeLM declares bounded
ranges with no lockfile, so the default `increase` is a no-op on every floor the
ceiling already covers (B-01, D-02). Ignore ruff/mypy/bandit: their `[dev]` range
must equal the one ci.yml's lint job installs (tests/test_packaging.py), and
Dependabot edits only pyproject.toml, so a bump would fail that test on arrival
(B-02). Group github-actions minor/patch (B-04). Correct the comment that claimed
a pinned dependency, and note the stale requirements*.txt files it will still
  bump (F-05).
- GOVERNANCE.md: remove the Reviewer role — it had no GitHub permission, no owner
and no removal path, and "reviewer" already means something else in
code-review.md (A-04, F-10). Add an Access and continuity section that records
  the single-owner gap as a gap rather than promising a fix (F-02, A-03, A-06).
Soften the maintainer invitation into an offer the project makes when it needs
one, not a reward for a merge count (A-15).
- CONTRIBUTING.md and the documentation template: say that a maintainer completes
the Turkish mirror when the contributor does not write Turkish, rather than
leaving it to be discovered at review (F-08, B-12).
GOVERNANCE.md, MAINTAINERS.md and CITATION.cff land on `development` first, and
`development` is the repository's default branch, so a `blob/main/…` link 404s for
up to a release cycle. Point the three new links at `development`, matching the
existing CONTRIBUTING.md and docs/standards links.

Widening the link form would have cost the on-disk resolution check, so
`check_readme_links` now strips `blob/development/…` as well as `blob/main/…` back
to a repo-relative path. Link count resolved rises 126 → 129 (CodeRabbit thread on
README.md:196).
