Summary

Enabling monitoring previously made evidence look like active monitoring, although ForgeLM has no exporter, drift detector, drift-alert sender or scheduler. Implement #93's declarative-metadata option consistently across config validation, JSON evidence, CLI/browser wizards and documentation.

Declarations carry declarative_only: true, defaulted_fields and endpoint_redacted. Defaults remain distinguishable from operator answers; environment references remain unresolved. Literal URL evidence preserves scheme/host/port, including IPv6 brackets, while removing userinfo, path, query and fragment. Metadata appears in compliance_report.json and, when emitted, annex_iv_metadata.json; the flattened training_manifest.yaml summary does not contain it.

Findings Resolution
CR-A01-007, DOC-BFIELD-031, DOC-D3B04A-014 Label declarations, distinguish defaults, record absent endpoints as null, and give validated non-empty endpoint_env precedence without resolving it.
TECH-T09-003, DOC-BFIELD-017 Correct field descriptions and warn once per config-file load when an enabled plan names an exporter.
DOC-D1B01-004, DOC-D3B04A-002, DOC-D4B02-003 Align EN/TR references, manuals, template and current quickstart/architecture text; show JSON evidence, actual file membership, emission conditions and legacy interpretation.
DOC-BLEGAL-048, DOC-D4B09-009 Correct existing six-locale claims and CLI prompts under Art. 72 / 17(1)(h). Keep metadata opt-in at every tier, allow no endpoint, validate shared env syntax and omit disabled browser plans.
DOC-D1B05-003 Attribute runtime monitoring alerts to the external stack in both QMS SOP languages.
DOC-D4B09-008 Correct six locales: webhook dispatch failures appear in process logs, not audit events.

DOC-D3B04B-013 (#231) is also fully corrected: troubleshooting no longer invents webhook_failed audit events, allow_private, or silent 4xx failures. Air-gap guidance uses the actual URL-controlled webhook activation and explains that --offline does not disable API teachers, judges, reporting or webhook clients (partial documentation work for #74 / #100).

Changes

  • Export monitoring declarations through the real Annex IV writer/verifier path. Preserve the existing model_fields_set provenance rule; blank/whitespace-only env references leave an omitted endpoint in defaulted_fields, while an explicit blank endpoint remains explicit.
  • Require non-empty literal endpoints to be absolute HTTP(S) URLs with a host and valid port. Re-prompt malformed CLI literals and block browser advancement. Use a small stdlib projection for evidence; keep HTTP log masking unchanged and remove compliance's eager HTTP/requests import.
  • Warn at load_config, exactly once per file load, including a three-stage CLI dry-run. Direct ForgeConfig(...) library construction does not emit this file-load warning.
  • Start wizard drift answers at No / unchecked, and explicitly emit the browser's selected none exporter. Preserve schema defaults (alert_on_drift: true, cadence 24) with provenance. Clear corrected endpoint/interval errors immediately.
  • Share case-insensitive env: parsing with whitespace trimming and ASCII identifier validation across wizard monitoring and webhook inputs; lowercase and underscore-leading names are accepted in both CLI collectors.
  • Hide Pydantic input_value / input_type excerpts in all rendered ForgeConfig validation errors, preserving field paths and reasons. Standalone MonitoringConfig also hides them; other standalone submodels retain existing diagnostics. Update EN/TR error examples accordingly.
  • Correct risk-management references to Annex IV point 5, monitoring to point 9 (Art. 72(3)), compute to 2(c), and performance metrics to 2(g)/4. Mark tables as partial metadata mappings and link remaining legal/completeness work; verifier behavior is preserved.
  • Explain that copied YAML, browser preview and local storage retain the full literal URL, while JSON evidence is projected. Prefer env references for credentials. Clarify that endpoint_redacted: true means projection was applied, even for an already reduced literal.
  • Restore Turkish comments and consistent touched terminology. Correct existing deferred-locale claims; author new validation/interval keys only in EN/TR and test the actual English fallback. Native review and broader terminology remain in Native review of monitoring-plan and webhook copy in deferred site locales #948.
  • Add Node's built-in tests to CI and all documented gauntlets, without npm packages or new Python dependencies. CI explicitly installs Node 24 via actions/setup-node@v7, then runs Node tests after Python dependency installation. The test harness selects the active venv or checkout .venv, with an explicit interpreter override available.

Compatibility is documented under [Unreleased] / Breaking: endpoint/env validation tightens previously accepted YAML. Absent endpoints replace legacy "$None" with null; non-empty env references take precedence. Keep endpoint input as a string: omit it or use ""; null is only the evidence representation of absence. Treat legacy blocks without declarative_only as declarations; missing defaulted_fields means provenance was not recorded. Existing artifacts verify against their own content/hash.

Library callers rebuilding configs must use model_dump(exclude_unset=True) to preserve provenance. declarative_only remains boolean and existing no-plan/audit-reference shapes remain unchanged (#658). Measured module budgets carry written history: config 1903 LOC, compliance 2514 LOC; no unrelated module split.

Release constraint: include these acceptance/output changes in the next pre-1.0 minor release (0.12.0 or later), rather than silently shipping them as 0.11.1. This PR does not cut a release or change the current development version.

Testing

Final head: 521d242 (the final commit only reflows documentation; runtime code and tests are unchanged).

  • Full canonical local gauntlet for the final runtime implementation on Python 3.13.14: 5,169 passed, 22 pre-existing skips, 87% coverage; all 31 guards, Ruff, public-surface mypy, checkout dry-run and Bandit severity gate pass.
  • 29 Node tests, including 256 generated YAML configurations checked for actual monitoring and webhook values with real ForgeConfig: four risk tiers, all exporters, both drift answers, interval boundaries 1/720, absent/env/literal/IPv6 endpoints.
  • 8/8 targeted JS mutations killed in temporary isolated copies: omitted literal/env endpoints, changed/omitted exporter, changed webhook URL, forced cadence, implicit drift alerts, and tier-forced monitoring. Copies removed afterward.
  • Real three-stage CLI dry-run asserts exactly one exporter warning and no endpoint env name in stderr; inactive-plan/none warning tests use load_config, with direct-constructor behavior separately pinned. YAML endpoint: null rejection and invalid-input non-echo are covered.
  • EN/TR manuals rebuilt; generated-file check passes. Final prose reflow changes whitespace only; bilingual, anchor/link and schema/YAML checks pass again. Export test verifies that monitoring is absent from the YAML training summary and survives both JSON files plus real Annex IV verification.
  • Native Brave check of the actual isolated Operations renderer: high-risk plan starts off, drift starts unchecked, schemeless literal is rejected, valid IPv6/port URL is accepted, and the corrected field error disappears. Full-wizard navigation remains blocked by pre-existing Browser wizard: the Compliance step throws ReferenceError (appendDetail is not in scope), so risk-assessment, benchmark and judge controls never render (F-W1-SITE-01) #879.
  • Required GitHub CI at 521d242: all six checks pass (lint, validate, Python 3.10 / 3.11 / 3.12 / 3.13). Python 3.13 reports 5,169 passed, 22 skips, 87% coverage. Final CI run. User-manual validation and CodeRabbit also pass; the prose review finding is addressed and there are no unresolved review conversations.

Checklist

  • Code follows project standards and Ruff formatting.
  • EN/TR docs updated together; active locale parity and intended deferred-language fallback checked.
  • Meaningful regressions added without GPU or external-network requirements.
  • No new Python/npm dependencies; Node is an explicit development/CI requirement.
  • Config template and [Unreleased] compatibility notes updated.
  • New review commits preserve history; no amend or force-push.
  • Findings outside scope are tracked below; issue/PR labels, milestone and project metadata retain the existing work classification.

Follow-up disposition

Remaining work Tracking
Full legal Annex IV mapping; verifier completeness/placeholder wording #539, #573, #656
Offline enforcement beyond HF flags #74, #100
Audit-log reference alongside enabled declarations; explicit no-plan status #658
Webhook url_env precedence versus its description #661, CR-A01-089
CLI wizard resumed-plan keep/disable/edit; malformed-env prompt timing; pre-existing private-URL advice using the wrong field #947; #691, CR-A14-037
Native deferred-locale review; TR glossary including Yasası/Tüzük #948, #902
Prose/comment guards, bilingual section ordering, source/doc mapping and design-page status #949
Wizard label/input associations #950
Required workflow command failure-masking guard #951 (isolated CI `
Compliance renderer crash / shared appendDetail / wider renderer smoke coverage #879
QMS bilingual policy; claimed config audit events; mutable-state guidance; trainer headroom #622, #546, #689, #904

The test-only boot-marker seam remains intentional: it asserts a unique boundary and exposes no production test API; wider renderer coverage is in #879. The _http.__all__ consumer-comment finding no longer applies because compliance no longer imports its masking helper. New follow-ups #947–#951 have acceptance criteria and project-board tracking; none is a deferred requirement of #93's declarative-metadata acceptance criteria.

Summary by CodeRabbit

  • Changed

    • Monitoring settings describe an optional external monitoring plan; ForgeLM does not contact endpoints, export metrics, detect drift, send alerts, or schedule checks.
    • Monitoring evidence redacts endpoint details, preserves environment-variable references without resolving them, and records whether settings were defaulted. Wizard drift-alert answers default to No; the schema default remains true with recorded provenance.
    • The setup wizard validates monitoring endpoints and intervals and includes a plan only when enabled. Environment references now accept lowercase ASCII identifiers.
    • Rendered ForgeConfig and standalone MonitoringConfig errors omit Pydantic raw-input excerpts; other standalone submodels retain existing diagnostics.
  • Documentation

    • Updated compliance guidance to clarify that monitoring metadata is not operational evidence and that Annex IV mappings are partial.
    • Corrected webhook troubleshooting guidance and Annex IV field references.

Label external monitoring plans in manifests and Annex IV, warn on inert
exporter declarations, and preserve unresolved endpoint references with
explicit precedence and null handling. Align CLI/web wizards, six site
locales, EN/TR references and QMS guidance; add regression coverage.

Reviewer's Guide

This PR restores the monitoring evidence contract by treating monitoring as explicitly labeled external-plan metadata, safely preserving endpoint declarations without resolving secrets, removing misleading runtime and risk-tier behavior from the wizards, and synchronizing compliance artifacts, documentation, localization, tests, and module-budget records.

Change Details Files
Reframed monitoring configuration as an external, declarative plan rather than ForgeLM runtime capability.
  • Persist enabled plans with declarative_only: true in the training manifest and Annex IV.
  • Preserve endpoint secrecy and precedence: use unresolved $NAME references for non-empty endpoint_env, otherwise record the literal endpoint or JSON null.
  • Warn at config load when an enabled plan declares a non-none exporter without activating any exporter, detector, alert, or scheduler.
  • Keep monitoring optional for all risk tiers and permit enabled plans without endpoints.

Assessment against linked issues

Issue Objective Addressed Explanation
#93 Make clear that monitoring configuration is declarative external-plan metadata, not active ForgeLM monitoring, and correct the associated schema descriptions, compliance artifacts, documentation, and user-facing claims. ✅
#93 Correct monitoring endpoint recording so an absent endpoint is JSON null and a non-empty endpoint_env is recorded as an unresolved $NAME reference that takes precedence over endpoint. ✅
#93 Add regression coverage and update the affected guidance and release notes, including the related monitoring and webhook-audit claims. ✅

Possibly linked issues

Add defaulted_fields and endpoint_redacted to the evidence projection, mask
literal URLs with the shared scheme/host policy, and validate unresolved
ASCII env names. Emit exporter warnings at file load rather than each
pipeline validation. Keep schema defaults and existing input types.

Align CLI/browser env parsing, omit disabled browser plans, expose the
external check interval, and add Node execution/schema regressions to CI
and the canonical gauntlets. Expand export-to-verifier and warning-count
coverage, plus EN/TR input, migration, and evidence examples.

Preserve validation field paths and reasons without Pydantic raw-input excerpts in MonitoringConfig and ForgeConfig. Cover direct and file-load diagnostics, and document the rendered-error policy in EN/TR references.

Refs #93, #946

Describe HF offline flags separately from operator configuration of reporting, API judges, and webhooks. Private-destination opt-in permits additional destinations and does not restrict delivery to internal hosts. Keep the EN/TR manual tables and release note aligned.

Addresses the documentation surface of CR-MISC-004; broader offline enforcement remains tracked in #74 and #100.

forgelm/compliance.py:1596-1600
🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win

Align the blank endpoint_env test with serializer provenance.

The blank and whitespace-only endpoint_env values normalize to None, but the input field remains in model_fields_set. Because the serializer then falls back to checking "endpoint", it emits "endpoint" in defaulted_fields. The changed test expects [], so the test fails. Update the test to expect ["endpoint"]; this preserves the documented meaning that defaulted_fields records schema-default provenance.

Record expected defaulted_fields directly in the export test matrix and cover a whitespace-only endpoint_env without an explicit endpoint. Blank env references leave endpoint defaulted; an explicitly blank endpoint remains an operator-supplied absence. Preserve serializer behavior.

Require absolute HTTP(S) literal plan URLs without echoing invalid input.
Project evidence with stdlib URL parsing to preserve ports and IPv6 brackets
while removing userinfo and secret-bearing tails; keep HTTP log masking unchanged.

Default wizard drift answers to No, emit the browser's selected none exporter
explicitly, and clear corrected field errors. Preserve schema defaults and
model_fields_set provenance. Keep new deferred-locale keys on English fallback.

Replace the inactive-export test's obsolete constructor boundary with load_config,
cover CLI warning count and null input rejection, and compare 256 generated YAML
cases against real ForgeConfig values. Document evidence file membership, input
persistence, library reconstruction, flag semantics and compatibility changes.

Findings: CR-A01-007, DOC-BFIELD-031, TECH-T09-003, DOC-D4B09-009;
review R2-B-1, R2-B-2, R2-B-3, R2-B-4, R2-C2-1, R2-A2-4.
Validation: full canonical gauntlet, 5169 passed / 22 skipped, 29 Node tests,
31 guards; 8/8 targeted JavaScript mutations killed in isolated temporary copies.

Remove the nonexistent webhook.enabled setting introduced in the air-gap table.
Disable delivery by omitting the block or leaving URL sources unset. Explain that
API teachers still need network access and are not disabled by --offline.

Update rendered ForgeConfig error examples and document the full root-model
scope of raw-input hiding. Correct remaining risk references to Annex IV point 5,
compute resources to point 2(c), and performance metrics to points 2(g)/4. Mark
partial mappings and remaining legal-completeness work explicitly with tracking
issues; preserve verifier behavior. Align the touched Turkish drift terminology.

Findings: DOC-D3B04B-013, CR-MISC-004, DOC-D3B02-002, DOC-D1B05-003;
review R2-D2-1 and validation-diagnostic/Annex-label follow-ups.
Validation: full canonical gauntlet passed; rebuilt EN/TR manuals and verified
bilingual structure, code blocks, schema snippets, source references and links.

Reflow the touched EN/TR monitoring, validation, air-gap and partial Annex IV
paragraphs to the documentation standard's approximately 120-column width.
Preserve all words and code blocks; verify the diff changes whitespace only.

Addresses the consolidated CodeRabbit prose-format finding at
#946 (comment).

Validation: bilingual spine/code-block parity, anchors, self-contained manual
links, schema/YAML snippets, generated manual rebuild/check, and diff hygiene.
Runtime and tests are unchanged from the full 5169-test canonical pass.

…copy

Make the verifiable corrections in the monitoring-plan and webhook copy that
HodeTech#946 rewrote in all six locales, ahead of the native review HodeTech#948 asks for.

- DE/ES named the provider's Article 72 obligation with terms the AI Act
does not use. Use its own: "Beobachtung nach dem Inverkehrbringen" and
"vigilancia poscomercialización" (FR already used "surveillance après
commercialisation"), as worded in Art. 72 on the Commission's AI Act
  Service Desk.
- FR/ES dropped "metadata" from the hint, blurring ForgeLM's optional
record with the provider's system; restore it.
- DE used both "Überwachung" and "Monitoring" for the external stack; keep
the site's "Monitoring". FR and TR mixed curly and straight apostrophes
within a value; use the straight form the rest of each locale uses.
The ZH webhook text alone used ASCII punctuation and "endpoint"; use the
full-width forms and 端点 of the surrounding copy.
- TR docs: replace a leftover "post-market monitoring" with "pazar sonrası
izleme", "EU Genel Veri Koruma Tüzüğü" with "AB ...", and the curly
apostrophes HodeTech#946 introduced. Record Yasası versus Tüzük, post-market
monitoring and drift in the localization glossary.

The new validation and interval keys keep their English fallback, per the
deferred-tier policy. Pin the metadata / Art. 72 / Annex IV point 9
distinction, the official terms and the punctuation in the wizard tests;
both new tests fail on the previous translations.

Validation: node --test tests/site/*.test.cjs (49 pass); site chrome,
bilingual spine, TR-mirror link, self-contained manual, anchor and site
claims guards.
