A derived PR merged by record time flows through the existing evidencePR/landedArtifactsVerified wiring and records ok, never no-pr. Retire the queue claim on the no-pr early return (goalRejectedDetail precedent). Regression tests on the loop-280 shape: OPEN-at-dispatch PR merged by the worker → ok; already-merged mention → no-pr, claim retired.
