fix(guardrail): detect direct pushes using merged PR records - #53
Identify PR merges into this repository's main using GitHub's merged-PR records, including rebase merges, rather than trusting committer names or exempting bot pushes.
Correlate matching PRs with the captured push payload's repository.pushed_at, accepting epoch or UTC ISO timestamps within a documented 60-second tolerance. This avoids runner-queue and rerun timing errors and alerts on stale merge restorations.
Always alert for forced updates; if event timing is missing or invalid, warn and send an alert rather than suppressing it.
Validate the Slack webhook before the successful-merge early exit and require HTTP 200, rejecting redirects and delivery failures.
Test the actual shell script with isolated GitHub and Slack stubs in a dedicated CI job that also runs for test-only changes.
Scope and relationships
Changes are limited to .github/workflows/guardrail-audit-alert.yaml, .github/workflows/ci.yaml, and tests/test_guardrail_audit_alert.py. Action interfaces, releases, dependencies, and existing Python tooling are unchanged. The guardrail workflow and test file are identical across all fifteen action repositories; other CI content and pins are preserved.
This addresses the concern reviewed in action-detect-act-env#53, without using the unsupported github.run_started_at context from Copilot's corrective commit. The guardrail correction can merge independently of the actionlint-pinning PR.
All ten guardrail test methods passed in every repository, covering 35 checks per repository, including timestamp/window boundaries, delayed runs/reruns, pagination, PR identity, forced and bot pushes, missing configuration, lookup failures, payload escaping, and HTTP redirects/delivery failures.
Workflow/test byte equality and absence of unrelated CI changes were checked across all fifteen repositories.
No live Slack webhook delivery was exercised.
Known limitation
This is best-effort temporal correlation, not complete event-provenance tracking. A rewind and restoration within 60 seconds of the original PR merge may still suppress the restoration alert. That bounded limitation is intentional; exact detection of every replay is outside this change's scope.
Guardrail: Use GitHub’s merged-PR records to identify pushes to main, including rebase merges. Suppress alerts only when the PR merge commit, target branch, repository, and merge time match the push event within 60 seconds.
Failure handling: Forced pushes bypass PR lookup and proceed to alerting. Missing or invalid push timestamps produce a warning and do not suppress the alert. The Slack webhook is validated before the successful-merge exit; delivery must return HTTP 200.
CI and tests: Add a CI job to run the guardrail unittest suite. Tests cover merge correlation, event timing, PR identity and pagination, forced pushes, lookup and webhook failures, response status, payload escaping, and workflow event context.
Test results: The supplied evidence shows the test job and test cases, but does not establish that tests or other checks passed.
The guardrail workflow now checks push events against recent merged pull requests before sending Slack alerts. It validates webhook delivery, and a new unittest suite exercises the workflow script. CI runs that suite.

Summary
Push and pull request correlation .github/workflows/guardrail-audit-alert.yaml
The workflow checks non-forced pushes against merged pull requests targeting main in the same repository. A matching merge within 60 seconds of the repository push time suppresses the alert. Forced pushes bypass the check; invalid or missing timestamps produce a warning and continue to alerting.
The workflow requires a configured webhook and fails if curl fails or the response status is not 200. Tests cover lookup and webhook failures, response status, and payload escaping.
Test harness and CI integration tests/test_guardrail_audit_alert.py, .github/workflows/ci.yaml
The tests run the workflow script with stubbed gh and curl commands. CI runs the unittest suite, which checks event context and workflow permissions.

Merge Risk: Low · up to fb43d
The alert workflow has no established current functional failure. Merging carries bounded risk because tests can miss removal of the forced-push guard or HTTP-status output option; strengthen these tests as a follow-up.

🟡 Changes recommended
The alert can be incorrectly suppressed when main is rewound and then fast-forwarded to a historical PR merge commit, requiring correlation with the current branch update and a regression test.
Updates the direct-push guardrail to identify merges into main through GitHub’s merged-PR records rather than committer names, including rebase merges.
Changes:
Matches pushed SHAs against merged PRs and alerts on forced updates.
Removes the Dependabot exemption and grants PR read permission.
Preserves safe Slack JSON construction and fails on API, missing webhook configuration, or HTTP delivery errors.

Description
.github/workflows/guardrail-audit-alert.yaml
Replaces committer-based detection with PR lookups and strengthens Slack alert error handling.
Make the curl stub print the status only when --write-out is passed.
The stub always prints an HTTP status line. If --write-out is removed from the workflow, SLACK_STATUS becomes ok and the workflow fails on success, but the tests still pass. Print the status only when --write-out appears in the arguments, as real curl does.
Suggested fix
- 'print("ok")\nprint(os.environ["HTTP_STATUS"])\n'+ 'print("ok")\n'+ 'if "--write-out" in sys.argv[1:]:\n'+ ' print(os.environ["HTTP_STATUS"])\n'

Review comment at @tests/test_guardrail_audit_alert.py around lines 65 - 71:
Update the curl stub in the test setup to print the HTTP status only when
`--write-out` is present in its arguments; keep printing the response body
independently of that option.
Make the forced-push test use a valid timestamp so it detects a missing guard.
Make the forced-push test use a valid timestamp so it detects a missing guard.
With PUSHED_AT="", the timestamp parse fails and the script takes the alert branch without calling gh. The same result occurs when the FORCED_PUSH guard is removed, so the assertions pass either way. Setting PUSHED_AT to str(PUSH_TIME) makes the script reach the guard. Without the guard, gh api runs, fails under set -e, and the test fails.
The current forced-push handling is correct. This change adds regression coverage for the guard.

Update the forced-push test in the run_script call to set PUSHED_AT to
str(PUSH_TIME) instead of an empty value, so execution reaches and verifies the
forced-push guard.
