fix(guardrail): detect direct pushes using merged PR records - #54
Identify PR merges into this repository's main using GitHub's merged-PR records, including rebase merges, rather than trusting committer names or exempting bot pushes.
Correlate matching PRs with the captured push payload's repository.pushed_at, accepting epoch or UTC ISO timestamps within a documented 60-second tolerance. This avoids runner-queue and rerun timing errors and alerts on stale merge restorations.
Always alert for forced updates; if event timing is missing or invalid, warn and send an alert rather than suppressing it.
Validate the Slack webhook before the successful-merge early exit and require HTTP 200, rejecting redirects and delivery failures.
Test the actual shell script with isolated GitHub and Slack stubs in a dedicated CI job that also runs for test-only changes.
Scope and relationships
Changes are limited to .github/workflows/guardrail-audit-alert.yaml, .github/workflows/ci.yaml, and tests/test_guardrail_audit_alert.py. Action interfaces, releases, dependencies, and existing Python tooling are unchanged. The guardrail workflow and test file are identical across all fifteen action repositories; other CI content and pins are preserved.
This addresses the concern reviewed in action-detect-act-env#53, without using the unsupported github.run_started_at context from Copilot's corrective commit. The guardrail correction can merge independently of the actionlint-pinning PR.
All ten guardrail test methods passed in every repository, covering 35 checks per repository, including timestamp/window boundaries, delayed runs/reruns, pagination, PR identity, forced and bot pushes, missing configuration, lookup failures, payload escaping, and HTTP redirects/delivery failures.
Workflow/test byte equality and absence of unrelated CI changes were checked across all fifteen repositories.
No live Slack webhook delivery was exercised.
Known limitation
This is best-effort temporal correlation, not complete event-provenance tracking. A rewind and restoration within 60 seconds of the original PR merge may still suppress the restoration alert. That bounded limitation is intentional; exact detection of every replay is outside this change's scope.
Guardrail: The workflow now checks GitHub’s merged-PR records to identify pushes that match a merge into this repository’s main. It requires the merge SHA to match and the merge time to fall within 60 seconds of the push event time. Matching pushes do not trigger Slack alerts.
Alert handling: Forced pushes skip the PR check and trigger an alert. Missing or invalid push timestamps also trigger an alert. The workflow no longer excludes pushes based on committer name or Dependabot actor.
Reliability: The workflow grants pull-requests: read permission. It safely builds the Slack JSON payload and fails on missing webhook configuration, API errors, delivery errors, or any Slack response other than HTTP 200.
CI and tests: CI adds a guardrail-test job. The new tests exercise merge matching, timestamp boundaries, forced pushes, failure handling, and payload escaping using stubbed GitHub and Slack commands. Test execution results were not provided.
The guardrail workflow now suppresses qualifying alerts for merged pull requests and validates Slack delivery. Tests cover correlation, fallback conditions, payload handling, and delivery responses. CI runs the guardrail test suite.

Summary
Push context and merged-PR correlation .github/workflows/guardrail-audit-alert.yaml, tests/test_guardrail_audit_alert.py, .github/workflows/ci.yaml
The workflow checks non-forced pushes with valid timestamps against merged pull requests. It suppresses an alert only when the PR targets main in the same repository, has the pushed SHA as its merge commit, and was merged within 60 seconds of the push. Tests cover matching boundaries, pagination, forced pushes, and fallback or error cases. CI runs the test suite.
The workflow requires a Slack webhook URL and fails on curl errors or responses other than HTTP 200. Tests check response handling and payload escaping.

Slack delivery errors fail the job, but their response details are lost, making failures harder to diagnose. This is a bounded issue to fix or accept before merging.

What changed in this PR
Updates the repository’s guardrail workflow to identify merges through GitHub’s merged-PR records rather than committer names, supporting rebase merges while preserving always-enabled auditing.
Changes:
Matches pushed SHAs against merged PRs targeting this repository’s main.
Removes the Dependabot exemption and routes forced pushes directly to alerting.
Grants PR read permission, constructs Slack payloads safely, and fails on API, missing-webhook, or HTTP delivery errors.

93-106: 🎯 Functional Correctness
No aggregate job exists in ci.yaml to update. The repository source does not establish that an external required-check gate omits guardrail-test, so this concern does not support a code change.

Minor · Functional Correctness · Quick win
The Slack error body is lost, so the failure diagnostics are incomplete.
The script runs under set -e. If --fail-with-body makes curl exit non-zero (for example, exit 22 on HTTP 400), the assignment on Line 65 aborts the script. The captured body in SLACK_RESPONSE is never printed. A Slack error such as invalid_payload or no_service is then missing from the job log. Only curl's short stderr line remains.
Remove --fail-with-body. The status check on Line 69 already fails the job for any non-200 status. Curl still exits non-zero on transport errors (for example, exit 7 with status 000), so those still fail the job. Then print the body in the status branch.

The existing test_slack_requires_http_200 cases still pass with this change. The 400/exit 22 stub case exits non-zero through the stub's own exit code. The 204/3xx cases are caught by the status check.
