This branch carries the site, the cookbook series, the implementation hub and tools catalogue, the reference implementation, and the two workflows that test the cookbook scripts and the reference pipeline. It merges cleanly on current main (the NADA data types commit is merged in). Merging deploys the site through the Pages workflow, so the merge is the publication step.

Site. Homepage with scroll-driven example outputs, the implementation hub (/hub), the tools catalogue (/tools) with evidence-backed statuses (in operation, deployable, pre-release, method, in development), the AI-readiness assessment page, the operational companion (/ai-readiness-in-practice) with the readiness map, and a regrouped footer with the program disclaimer and the licence notice.
Cookbooks. Fourteen cookbooks under cookbook/, each with an overview, a self-assessment, chapters with recipes at three maturity levels, worked examples on a shared running example, standards, a generated glossary, and a contributing page. Scripts under website/static/cookbook-files/ with tests under tests/test_cookbook_*.py. Eleven cookbooks are listed; three (governance and risk, assessment to pathway, AI assistants at work) are built but unlisted through website/cookbook-visibility.json pending review. Every listed cookbook is a working draft: its pages carry a draft banner, a noindex tag, and stay out of the sitemap until the cookbook is added to the indexed list in the same file.
Reference implementation. reference/end_to_end/: the pipeline from a metadata record to an MCP server with Proof-Carrying Numbers checks, with committed sample runs and tests.
Docs. Factual corrections across docs/: the Metadata Reviewer as an optional add-on of the Metadata Editor, the MCP page in descriptive register with the standard transports and the six Data360 tools, quick starts rewritten against the real function signatures, the IMF DQAF attribution, current WDI values and the $3.00 (2021 PPP) poverty line, repository links on the World Bank organization, and the partnerships page filled in.
Tooling. scripts/docs/check_cookbooks.py (structure, links, style, versions), check_example_facts.py, sync_cookbook_indexes.py, build_glossaries.py, renumber_cookbook.py, new_cookbook.py; the authoring guide at cookbook/authoring/. Two workflows: cookbook-scripts.yml and reference-implementation.yml, both triggered on pull requests and pushes to main for their paths.
Licence notice. LICENSE-CONTENT.md and the README state that code is under MIT with the IGO rider and that documentation and other content are under CC BY 4.0 unless otherwise specified.

Unlisted pages

/nso-roadmap and /modern-nso are reachable from a low-contrast footer link only, carry noindex, and are excluded from the sitemap and the site search. Their source is public in the repository and carries no budget, funder, country, or date.

Checks

Site build passes (npm run build in website/); the only warnings are the pre-existing hub anchors.
scripts/docs/check_cookbooks.py: 14 cookbooks, 0 errors, 0 warnings. check_example_facts.py and sync_cookbook_indexes.py --check: clean.
pytest tests/test_cookbook_*.py: 112 passed. The discovery tests added on main pass on the merged branch.
No credentials, personal addresses, or program-internal details in the diff; the only address is aifordata@worldbank.org.

Review

The diff is large (about 600 files) because it adds the cookbook series and the reference implementation in full. A squash merge is suggested; the commit history on the branch records the work piece by piece for anyone who needs it.

The cookbooks that had one or two links (monitoring data use, data from documents, synthetic data) now link the chapters that answer an assessment question: use reports and the AI visibility check, access statistics under the COUNTER rules, document inventories and citation, synthesis method, utility, risk, release, and workflow. Index-page links for the ML-ready, small models, synthetic data, and evaluation cookbooks are replaced by the chapters they stood for. Covered flags added, each with the recipe that serves the question: 1.3.2 (roles and skills runbooks, small models recipe 7.2), 1.4.5 (the gate in continuous integration, evaluation suites recipe 7.2, and gated model updates), and 2.3.4 (a version and errata per release, corrections propagated, links closed in the catalog). The summaries of 1.3, 1.4, 1.5, 1.6, and 2.3 name the additions; the recipes support dot of 1.2 reads "some". Questions served only by the hidden cookbooks keep their flags off until those are published. Chapters that answer no assessment question (OCR, layout detection, mention detection and harmonization, collection sources, splits) stay unlinked. Checker: 14 cookbooks, 0 errors, 0 warnings. Site builds; the rendered page carries no link into a hidden cookbook.

…tions corrected across the cookbooks and the site Public use microdata are described as released under terms of use, as the Microdata Library does, with the no-redistribution and no-re-identification conditions as the terms themselves; CC BY 4.0 stays the default for open aggregate data. World Bank publications are attributed CC BY 3.0 IGO through the Open Knowledge Repository, and datasets CC BY 4.0; the documents cookbook no longer extends the dataset terms to publications, and the DOI row names the Open Knowledge Repository (prefix 10.1596) for publications. The microdata rounds and synthetic release chapters cite series_statement and external resources in place of related_studies and related_materials, which the schema does not have. NADA AI, the semantic search and MCP service being integrated into NADA, is named wherever the cookbooks described those capabilities as features of the NADA release: the standards pages of four cookbooks, the agents overview and tools chapter, the dissemination findability and retrieval chapters, the microdata navigation and access chapters, and the shared glossary. The tools catalogue gains a prototype entry for it (repository in transfer), the hub's connect area lists it, and the NADA entry, the readiness map, the modern office page, and the MCP docs page point at it where they said MCP access was in development. Minor: the CCSA row states that the framework's questions map to its recommendations; the Croissant rows say the scripts write 1.0 records while 1.1 is current; the Metadata Editor glossary entry limits the schema.org, Croissant, and DCAT exports to some data types. Checker: 14 cookbooks, 0 errors, 0 warnings; glossaries rebuilt; 112 tests pass; site builds.
