Disclosure: I work on AllRatesToday, an exchange rate API.

Adds an all_rates_today driver for allratestoday.com mid-market rates, built the same way as the Fixer and CurrencyGEO drivers.

• AllRatesTodayProvider calls GET https://allratestoday.com/api/v1/rates?source={base}&target={codes} with Authorization: Bearer {key}. The API answers with a list of {source, target, rate, time}; rates are mapped by target to floats and retrievedAt comes from time.
• ExchangeRateManager::createAllRatesTodayDriver() throws InvalidConfigurationException when ALL_RATES_TODAY_ACCESS_KEY is not set, like the other keyed drivers.
• Config entry, "Supported" comment and a README section. The default driver is unchanged.
• It is a keyed service: a free key has a one-time quota of 300 requests (no reset), then a paid plan. The README says so.

Tests: new AllRatesTodayProviderTest (endpoint, query and auth header, float mapping, retrievedAt, 401 → RequestException, plus an integration test skipped without a key) and two cases in ExchangeRateManagerTest. pest, ecs and phpstan pass locally.
