Fix the default I/O context of TLS objects and SSL_set_rfd/wfd on DTLS - #11956

jobs.make_check / Build and make check all configs (parallel, out-of-tree): run: step is 19009 characters, only 1991 under GitHub's 21000 limit. Move content out of the workflow now - at the limit the whole file stops loading.
