This PR updates the Nuvoton M2354 compile workflow to reduce dependency-installation timeouts by using the shared offline package installer.

Description
Nuvoton jobs have encountered timeouts while running manual
apt updateandapt install. Timeout rate is about 23% in the last 5ish days. Switch to the commoninstall-apt-depsaction with the ubuntu 24 embedded bundle, that installs offline from ghcr instead of the Azure mirror.Testing
