chore: stop Dependabot PRs for docs/storybook dependencies - #82

Add a dependabot.yml whose ignore list excludes astro, @astrojs/*, sharp, storybook and @storybook/*. Version updates stay disabled (open-pull-requests-limit: 0); the entry exists so the ignore list also applies to security updates. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
