chore(asdf): upgrade python from 3.10 to 3.11.17 [as-1750] - #28

Python 3.10 reaches end of life at the end of October 2026. pre-commit 4.7.0 also can't build Python hook environments under Python 3.10. Its zipapp bundles a virtualenv that imports typing_extensions on 3.10 but doesn't include it, so CI fails whenever the hook cache misses, as it does on every Dependabot pre-commit PR.
