ci: pin pkg-pr-new links in release PR notes to the commit SHA - #86
The release PR notes pointed to @{base} (@main), a moving ref. That caused two problems:
Right after a merge, pkg.pr.new can still serve the previous published build while the new one is processing.
The install command never changes, so consumers can't pick up a newer build without removing and re-adding the dependency.
This PR resolves the short commit SHA of the run (GITHUB_SHA) in the pr job and uses it in the pr-notes links, so each release PR points to the exact main commit.
Linked Issues
Additional Context
The pr job only runs on pushes to main and manual dispatches, so GITHUB_SHA is the main commit that triggered the run.
Notes are regenerated on every push, so they always show the latest SHA.
A link can return 404 until the Continuous Releases run for that commit has finished.

Walkthrough
The release workflow now limits push-triggered runs to the repository’s default branch. It derives a seven-character SHA from GITHUB_SHA and uses it in the pkg-pr-new preview heading and installation URLs for five packages.

Summary
Short SHA in preview instructions .github/workflows/release.yml
Push-triggered runs require the default branch. The workflow writes the first seven characters of GITHUB_SHA to an output and uses it in the preview heading and installation URLs for five packages.
vite-pwa/workbox#82: Adds the five pkg-pr-new installation links that this change updates to use the short GITHUB_SHA.
Merge Risk: Low · up to 25fb3
The normal main-push path is aligned. Non-main manual runs can advertise commits outside the preview publication path; keep manual runs on main until that edge case is constrained.

Full details: Description check
Explanation
The description states the problem. The release notes pointed to the moving @main ref, which can serve stale pkg.pr.new builds and blocks newer builds without reinstalling. It explains the fix: the pr job resolves the short GITHUB_SHA and uses it in the pr-notes links. It also lists the trigger scope and the 404 caveat. The template's Linked Issues section is empty, and the Additional Context section is filled. The template's checklist also asks for tests and docs updates, and the description does not mention either. The description is mostly complete, so this check passes.

Use the commit SHA only on main runs. Keep {base} on other runs.
A manual workflow_dispatch on a branch other than main runs the pr job. The job rewrites the release PR body with pr-notes, which currently use GITHUB_SHA, the tip of the dispatched branch. On a release/v* branch, pkg-pr-new.yml does not publish that commit, so the advertised install fails. On an ordinary branch, the notes advertise that branch's commit as the main-based release preview, and that commit may have no preview.
Set the short SHA only when the run is on main. Otherwise keep the {base} placeholder, which the action expands to the base branch, main.
The heading and the install lines already read steps.sha.outputs.short, so they need no change. On non-main runs they resolve to {base}, which the action expands to main.

I want this behavior, it is the same problem when using staging packages at npm registry and the window between packages are confirmed and released (GH relase tag there but npm registry still missing, take a few minutes to npm registry to verify staged packages).
Without this PR, the consumers need to check latest commit at main, check if pkg-pr-new run finished, and compare with the pkg-pr-new, check the pr description (consumers will require to remove and add the new dependency).

@userquin Understood. The SHA-pinned URL identifies the exact build and changes when a new commit is available. A temporary 404 while that build publishes is an accepted trade-off. Falling back to @main would lose that benefit.
I will not press the fallback suggestion. My non-main manual-dispatch concern is separate: a commit that never receives a preview differs from a commit whose preview is still publishing.

Learning: Within repository "vite-pwa/workbox", only for files matching one of [".github/workflows/release.yml"]: When reviewing SHA-pinned pkg-pr-new links in .github/workflows/release.yml, treat temporary unavailability while the matching preview build publishes as intentional. Do not recommend a moving branch ref solely to avoid that publication window: the SHA identifies the exact build and changes the dependency URL for each commit. This does not establish that commits excluded from preview publication will become available.

I don't follow your reasoning, this workflow runs only at main, pkg-pr-new workflow is NOT related to this workflow, check the .github/workflows/pkg-pr-new.yml workflow
@userquin I checked .github/workflows/pkg-pr-new.yml. You are right that the workflows run independently.
For a push to main:
release.yml writes the triggering commit’s SHA into the release PR notes.
pkg-pr-new.yml builds and publishes that same commit.
The release/v* exclusion applies to release PR previews. It does not exclude pushes to main.
The SHA-pinned links are correct for this path. The publication delay is intentional, as your earlier guidance states.
My concern applies only to manual dispatches on another branch. In release.yml, Line 24 permits workflow_dispatch on any non-tag ref. The push.branches: [main] filter does not restrict manual dispatches. Meanwhile, pkg-pr-new.yml has no workflow_dispatch trigger.
I should have made that distinction clearer. I found no issue with the normal main push path. If you run manual dispatches only on main, no fallback is needed for your intended use. I will not press the fallback suggestion.

@userquin Yes. That condition addresses the manual-dispatch concern without changing the SHA-pinned links.
The pr job will run only for pushes to the repository’s default branch, currently main. Manual dispatches will skip the pr job.
Keep the workflow-level workflow_dispatch trigger for the tag-based pack and publish jobs. No {base} fallback is needed with your proposed condition.
