chore: add agents/rules structure with claude + copilot wiring - #103

Mirrors the trakt-web layout: a single source of truth at .agents/rules/
with .github/instructions/*.instructions.md symlinks pointing back so
Copilot, Antigravity, and Claude all pick the same rule files up.
- .agents/.impeccable.md project context & design goals
- .agents/rules/ project, code-principles, implementation, testing
plus domain rules (core, kernel, platform, utils)
- .github/instructions/ symlinks per rule for tools that look there
- CLAUDE.md / AGENTS.md Claude entry points (load core, route domains)
- .claude/settings.json Claude Code plugin slot
