tests: divide into subfiles, break up giant hunks - #629

tubes/tests.py is split along its existing section banners into tubes/tests/test_*.py. roster/tests.py is rewritten into one file per area, breaking the long scenario tests (petitions, registration, delinquency, user merge) into one behavior per test. core/tests.py is split by area into core/tests/test_*.py unchanged. dashboard/tests.py is rewritten into portal, news, pset and listing files, breaking the long scenario tests (submit/resubmit, get_news, bonus levels, index, past) into one behavior per test.
