Adds the browser upload handler (sync/async, FastAPI/Django/Flask adapters), speaking blob-js's handler wire and stamping upload protocol 1 on the constraints document and every 2xx answer (DX-3088).
Ports DX-3033 and DX-3114 from blob-js: binary size units, unique_path keeps paths as given, identity-encoded reads with strict Content-Length, storage-neutral error messages.
Release workflow now runs lint, types and unit tests before publishing.
