URW-211 Error forwarding changes

• Removed the python script
• Log file reading is in api/discord/bots/admin-cli.php because that file was exclusively for error forwarding
• Log file index is stored in the error_log_index MySQL table
• Log messages are sent in 2,000 char chunks (technically 1,984 because the formatting is 16 chars long)

Does require updating incrontab. Example entry at the top of admin-cli.php

Closing as part of reconciling prod drift. The work in these PRs was based on develop, which has since fallen ~282 commits behind the actual prod state (now on chore/reconcile-prod-drift). Prod already implements this functionality — generally in a newer/reworked form — so this PR is superseded. The branch is preserved, so nothing is lost and anything still useful can be cherry-picked. We're auditing each of these for any unique change worth incorporating before the reconcile branch merges into develop.
