Summary

What:

• Persist per-build validation reports with queue isolation, observation timestamps, and version-guarded snapshot replacement.
• Add database-backed storage and generated test doubles without enabling runtime analysis.

Why:

• Retain failure evidence and execution-attempt details across restarts.
• Reject conflicting writes and replace prior reports instead of accumulating failures from superseded attempts.

Test Plan

• Add unit tests.
• Verify persistence against a real MySQL database.

Revert Plan

• Revert this PR. No runtime consumer is enabled; the additive table can remain unused without affecting validation.
