So, from what I'm reading, springFox 2.10 wasn't meant to be used as-is but rather was some kind of stopgap for early adopters of 3.0. It looks like we need to go to 3.0 or another package, but that'd require bumping spring boot / core. Leaving this alone for now.

Closing — springfox 2.10.x removed @EnableSwagger2 from the springfox.documentation.swagger2.annotations package, and 3.x is a major migration. Same issue as uPortal-Project/uPortal#2935. Adopting either requires a code change in the swagger config, not a clean version bump. Reopen as a code-change PR if/when we plan to migrate.
