Feature/pr-policies

• Introduce policies which require PRs from feature/* or fix/* branches to dev, and PRs from dev to main
• Update workflow versions due to node.js errors
• Make job names unique across release.yml and docs.yml
  Also fixes an indentation error in converter.py that breaks building docs

Following Github rulesets should be considered to further enforce this workflow:

• Target branch: main, dev
• Restrict deletions
• Require a pull request before merging
• Require status checks to pass
• Block force pushes
