ci: Codecov へのカバレッジ送信失敗でテストジョブを落とさない - #76

codecov/codecov-action@v3 が Codecov への接続時に TLS ハンドシェイクエラー （SSL alert number 40）でクラッシュし、テストがすべて通っていても Unit Tests ジョブが失敗扱いになっていた（PR #75 で発生、再実行しても同じ）。 fail_ci_if_error: false はアップロード失敗には効くが、アクション自体の クラッシュには効かないため、ステップに continue-on-error: true を追加する。 カバレッジ送信そのものは直していない（失敗したままになる）。 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
