The AI-config Decision Model provider picker filtered its entries through a
client-side hardcoded allowlist — kDecisionCapableProviderKeys = {neuralwatt, eurouter, openrouter} (issues #723/#736). That is the inverse of the client's own
rule (frontend AGENTS.md §1/§3, D7: no hardcoded model or provider ids exist
client-side — pickers read the routes). The backend already owns the knowledge
(core::ai::is_decision_capable), so the client copy could only drift:
a newly capable provider was unreachable (never offered in the picker), and
a de-listed provider stayed offered until the decision-models route answered 422 — an avoidable dead end the server had already warned about.
The capability now travels on the wire, so the picker derives it from its own route.
Changes
Backend — additive wire field (no path-version bump, ADR-021):
AiProviderInfo (GET /v1/ai-import/providers) gains decision_capable: bool,
decided by the new public infra::ai::is_decision_capable — a pure re-export of
the core predicate the decision-models route rejects a provider on, so the flag
and the catalog it advertises share one source.
infra registry test pins the biconditional (flag == non-empty decision catalog) for every registered provider — this is what stops one route from
advertising a provider the other rejects.
api handler test pins the served capable key set (eurouter, neuralwatt, openrouter) and its agreement with the core predicate.
backend/openapi.yaml regenerated (UPDATE_OPENAPI=1 cargo test -p api --test contract openapi_drift).
Client:
vendor/breakdown_api regenerated via scripts/regen-client.sh (no hand-edits): AiProviderInfo.decisionCapable.
kDecisionCapableProviderKeys is deleted; the picker renders exactly the
providers the route reports capable.
Kept: the explicit "disabled" (null) entry, and the stale-configured-key
fallback (a stored decision provider the route no longer reports capable — or a
provider list still loading — still renders, so the Dropdown never asserts on an
unknown initialValue). The fallback is now guarded by the rendered capable
set, so it can never duplicate a menu entry while the list is loading.
Doc comments that named concrete provider ids were reworded; grep -E 'neuralwatt|eurouter|openrouter' lib --include='*.dart' now returns only SPDX
co-author attribution lines.

Acceptance Criteria
No provider-id allowlist remains in frontend-flutter/lib (the constant is
gone; a grep for neuralwatt/eurouter in lib/ returns only Co-authored-by attribution lines).
AiProviderInfo carries decision capability, served by the backend and
asserted by backend unit + handler tests; openapi.yaml regenerated and openapi_drift green; Dart client regenerated (no hand-edits in vendor/breakdown_api/**).
Widget test: a provider reported decision-capable appears in the decision
provider picker; one reported non-capable does not; the "disabled" entry and
the stale-configured-key fallback still render.
… (issue #736)
The Decision Model provider picker filtered its entries through the
client-side allowlist `kDecisionCapableProviderKeys = {neuralwatt, eurouter,
openrouter}` — the inverse of the client's own rule (D7: no hardcoded model
or provider ids client-side; pickers read the routes). The backend already
owns the knowledge (`is_decision_capable`), so the client copy could only
drift: a newly capable provider was unreachable (never offered), a de-listed
one stayed offered until the route answered 422 — an avoidable dead end.
Backend (additive wire field):
- `AiProviderInfo` (`GET /v1/ai-import/providers`) gains
`decision_capable: bool`, decided by the new public
`infra::ai::is_decision_capable` (pure re-export of the core predicate the
decision-models route rejects on), so capability and catalog share ONE
source.
- Registry test pins the biconditional (flag == non-empty decision catalog)
for every registered provider; the handler test pins the served capable key
set and its agreement with the core predicate.
- `openapi.yaml` regenerated (`UPDATE_OPENAPI=1 ... openapi_drift`), no path
version bump (purely additive). `infra 0.50.0 -> 0.51.0`,
`api 0.40.0 -> 0.41.0` + dependent version requirements.
Client:
- `vendor/breakdown_api` regenerated via scripts/regen-client.sh (no
hand-edits): `AiProviderInfo.decisionCapable`.
- `kDecisionCapableProviderKeys` is deleted. The picker renders exactly the
providers the route reports capable, keeps the explicit "disabled" entry,
and keeps the stale-configured-key fallback — now guarded by the rendered
capable set, so the fallback can never duplicate an entry while the
provider list is still loading.
- Tests: widget regression (capable appears / non-capable does not /
disabled + stale fallback still render) and a Tier-1 route test proving the
flag round-trips from the wire.
- Version/CHANGELOG: 0.4.0-beta.12+104 -> 0.4.0-beta.13+105.

AI provider information now indicates whether each provider supports Decision Models.
The Decision provider picker reflects reported capabilities, showing eligible providers and retaining a configured provider if it is no longer reported as eligible.
The backend adds a decision_capable field to provider discovery, based on the registry capability predicate. The Flutter provider model reads that field, and the Decision provider picker uses it instead of a hardcoded provider allowlist.
The registry exposes is_decision_capable. Provider discovery returns the decision_capable field, which is required by the OpenAPI schema. Tests check capability flags against provider catalogs and handler responses.
Flutter provider model and picker frontend-flutter/vendor/breakdown_api/lib/src/model/ai_provider_info*, frontend-flutter/lib/features/ai_import/ai_config/*, frontend-flutter/lib/data/ai_config_repository.dart, frontend-flutter/test/features/ai_import/*, frontend-flutter/test/unit/*, frontend-flutter/CHANGELOG.md, frontend-flutter/pubspec.yaml
The generated API model serializes and deserializes decisionCapable. The picker uses discovered capability flags and retains a configured provider as a fallback. Tests cover capability filtering and fallback behavior.

The picker uses the backend capability flag. An older backend could leave the decision-provider list empty, but whether that pairing is supported remains unclear; no confirmed issue blocks merging.

…pable (issue #736)
CodeRabbit review (PR #738): `decision_capable` was a REQUIRED property in the
code-first schema, so a NEW client talking to an OLDER backend (the released-app
skew case) received provider rows without the field and the generated
built_value deserializer threw a null-field error — provider discovery failed
outright and a first-run user could not pick any provider at all.
- `AiProviderInfo.decision_capable` now carries `#[serde(default)]`, which drops
it from the schema's `required` list (mirroring `ModelInfo::recommended`,
PR #489). The server still always serves a concrete boolean; the contract
simply no longer insists on it.
- Regenerated `backend/openapi.yaml` (`UPDATE_OPENAPI=1 ... openapi_drift`) and
`vendor/breakdown_api` (`scripts/regen-client.sh`, no hand-edits):
`bool? get decisionCapable`.
- Picker treats an absent flag as NOT capable (`info.decisionCapable ?? false`)
— the honest default for a backend that does not report the capability.
- Tests: new Tier-1 absence test (a pre-#736 row deserializes with an unknown
capability instead of throwing); the stale-key widget test now models the
de-listed provider as an ABSENT flag rather than an explicit `false`.
- CHANGELOG (backend + frontend) note the non-required property and the
absence semantics.
