Retarget the release-plz PR from 0.1.3 to 0.2.0. release-plz sized the bump from the published bbm crate, which only saw a test-only change since 0.1.2 -- but the bbmctl binaries in this release gain a real feature (history import --on-duplicate) and move to a stable database backend (sea-orm 2.0.0), which warrants a minor bump for the shared workspace version. Changelog expanded to cover the CLI, dependency and release-tooling changes that release-plz does not track (bbmctl and bbmctl-database are not published).
