What breaks

A budgeted run (wait/resume, unattended triage, any budget= graph) sends the ladder request body. The frontier rung names provider: github. That field overwrites S16_GATEWAY_PROVIDER, so a Gemini-only gateway returns 4xx on every budgeted call. The same prompt without a ceiling still works, because the unbudgeted path never sends the tier body.

Repro / test

Fails on main, passes here:

uv run pytest tests/test_gateway_boundary.py::test_operator_provider_pin_beats_a_tier_that_names_another_provider

Live shape: S16_GATEWAY_PROVIDER=gemini, park a run with a small budget. Gateway is asked for github / openai/gpt-4.1.

Fix

If the operator pin is set and the tier names a different provider, drop that provider and its paired model. Keep other tier fields (max_tokens, reasoning). A rung that is already on the pinned provider still chooses its model.

Frontier rungs ask for github; that overwrote S16_GATEWAY_PROVIDER and broke every budgeted wait/resume on a Gemini-only gateway.
