[Backport release/v6.x] Optimize/Correct the batch submit function - #1070

* extended the more efficient reporter power caching and not writing unneeded data for every single report in MsgBatchSubmitValue. Made the flow the same as it is in MsgSubmitValue * fixed tests and made lint fixes * made lint fixes * made batch submit return as error if all reports fail. ReporterStake is now called on the first verified valid report instead of just using the first report.
