A reusable software-project stewardship skill for AI-assisted development.
It provides a lightweight but scalable operating model for repositories that may begin as small ideas and later grow into shared or production-grade projects.
SKILL.md— skill entry point (YAML frontmatter + operating model router)OPERATING-GUIDE.md— how to work with the skill day to day, and what to expect from itreferences/— reusable engineering policies, including documentation and secrets managementworkflows/— step-by-step execution checklists per change typeprofiles/— technology-specific baselines with automatic detectiontemplates/— repository bootstrap filesdocs/skill-improvements/— accepted Skill Improvement Proposals (SIPs) documenting why the skill changedscripts/check_skill.py— structural checks run by this repository's own CI
The repository holds documentation and templates rather than application code, so its CI checks structure rather than behavior: templates parse as YAML, internal file references resolve, SKILL.md keeps the frontmatter Claude Code needs for discovery, and VERSION agrees with CHANGELOG.md.
Run the same checks locally before committing:
python -m pip install pyyaml
python scripts/check_skill.pyA skill that prescribes CI, secret scanning, and dependency hygiene should apply them to itself.
Copy (or clone) this directory to one of:
~/.claude/skills/project-steward/— available in all your projects<repo>/.claude/skills/project-steward/— available in one project, shareable with the team
Claude Code discovers the skill through the YAML frontmatter in SKILL.md; the description field determines when it triggers automatically.
If you cloned it, update with git pull in that directory; releases are tagged vX.Y.Z.
references/claude-code.md maps the skill onto Claude Code's native tools, and explains the one trap
to know: Claude Code ignores AGENTS.md whenever a CLAUDE.md exists, so CLAUDE.md must start
with @AGENTS.md.
Point the agent's instruction mechanism at SKILL.md, or paste its content into the agent's system context. The references/, workflows/, and profiles/ files are loaded on demand from paths relative to SKILL.md.
Copy or adapt selected files from templates/ into each repository.
Recommended repository-level context:
AGENTS.md, including its "Agent autonomy" sectionCLAUDE.mdimporting@AGENTS.md, and.claude/settings.json, for Claude CodePROJECT.md— product brief with numbered requirementsROADMAP.md— milestonesCHANGELOG.mddocs/architecture.mddocs/adr/
A project started from an idea begins with a short product brief, a stack decision and a roadmap
(workflows/project-inception.md) before any code.
Start lightweight. Add governance as risk, contributors, users, or operational importance increase.
The skill intentionally separates reusable engineering discipline from repository-specific product context.
It is also designed for owners who do not read code: every non-trivial task ends with a plain-language report and a demonstration of the real behavior, anything that costs money requires explicit approval, and solo repositories replace human code review with agent self-verification plus owner validation of behavior.
The skill includes defense-in-depth guidance and templates for:
- GitHub secret scanning and push protection;
- Gitleaks;
- pre-commit secret checks;
- CI secret scans;
- sensitive-data/artifact review;
- Dependabot version updates and alerts (distinct mechanisms — the config file does not enable alerts);
- dependency vulnerability scanning in CI, on pull requests and on a weekly schedule;
- branch protection guidance;
- secrets management by stage:
.env, password manager injection, sops, secret managers such as Vault (references/secrets-management.md); - Claude Code deny rules that keep secret files out of the agent's reach.
Secret scanning is intentionally treated separately from general sensitive-data detection: credentials can often be detected reliably, while PII/customer/internal-data detection is heuristic and still requires review.
Dependency scanning runs on a schedule, not only on pull requests: advisories are published against code that has not changed, so a repository that goes quiet would otherwise stop being checked.
Project Steward can evolve when reusable gaps are discovered.
It separates repository-local learning from globally reusable guidance and uses a controlled Skill Improvement Proposal process.
Low-risk, backwards-compatible improvements may be applied automatically. Changes to defaults, security posture, destructive behavior, or mandatory workflow require explicit approval.
The skill itself is versioned through VERSION and CHANGELOG.md.
Project Steward communicates with the user in the user's language, while repository artifacts are written in English by default.
This applies to documentation, issues, pull requests, commit messages, comments, docstrings, and technical identifiers unless the user explicitly requests another language.
